Mostly for my own reference, I realize folks have moved on from COVID

This relatively non-technical timeline takes us through events that made COVID possible, skipping the science part and ending right after 2020. To me it shows the planning involved for the Big Show.
Its a rather long timeline so for those more interested in something more recent I started with 2015-2020 and the earlier years 1998-2015 will be last.

I also want you to consider a DARPA PROGRAM or its offshoot that I believe may have created Sars-Cov-2 and maybe H7N9 (an alternative or maybe in conjunction with creating a consensus sequence virus using reverse genetics)
2009-Prophecy was a program created by Michael Callahan at DARPA. It sought to “transform the vaccine and drug development enterprise from observational and reactive to predictive and preemptive” through algorithmic programming techniques. In layman’s terms, the program proposed that “viral mutations and outbreaks” could be predicted in advance to more rapidly counter the unknown disease with preemptive drug and vaccine development.
They wanted to develop novel lab-based methods to reproduce "virus-host interactions," in different environments and test how they adapt and change under diverse conditions.
In other words they wanted to accelerate natural evolution for Predictive Purposes so they could intervene and Preempt mutations in viruses that would have Pandemic Potential.
Alternatively, and left unsaid, they could accelerate the evolution of a virus hundreds of years from being able to evolve into a Pandemic Virus and create that Pandemic Virus in the lab by letting nature (host immune system) and the virus do the heavy lifting (designing a full length virus that works as you want it to work is probably beyond even Ralph Baric)

2019 January , Ralph Baric gave a talk in Harbin, China in a conference talking about the complexity of deliberate design of viruses. He also gave a talk on H5N1 on behalf of USDA
Studies to alter pathogen properties of viruses can use several approaches, including selection pressure to drive evolution as well as deliberate design. Potential opportunities might include building chimeric viruses with altered structures for the receptor binding for viral entry, or those that incorporate changes to other viral determinants or that modulate host-pathogen interactions. Dr Baric noted the example of adding the spike protein from a mouse coronavirus to a bat coronavirus , which can produce a strain more virulent in mice. But he cautioned, that a combination of techniques, including selection pressure from passaging in mice <humans?>is generally needed to generate virulence in a host…..

TIMELINE
2015 August, the official publishing house of the PLA AMMS published a book titled The Unnatural Origin of SARS and New Species of Artificial Viruses as Genetic Weapons. The book’s primary thesis is that SARS-CoV-1 did not emerge naturally through a process of zoonotic spillover, but rather was a genetic weapon, that is, a chimeric virus artificially engineered to infect humans
The book described experimental techniques that a virologist could use to create chimeric viruses like SARS-CoV-1:
1. Apply the latest genetic modification technology to induce recombination between an animal virus and a human virus, and then passage it through tissue cells that are most similar to human cells to strengthen the pathogenicity of the virus to animals with close affinity to humans until the point that the virus can directly attack humans.
2. Take an animal pathogen (at present this is mostly viruses) and use various methods and channels to attack animals with [naturally] high affinity with humans or animals with cellular receptors that are very similar to humans, and conduct various kinds of passaging many times until the pathogen ultimately adapts to transmit among the intended group of animals, and then go through the same procedures until it induces partial adaptation to humans.
3. Combine the two
The authors highlighted a famous gain-of-function study with avian influenza conducted by the University of Wisconsin-Madison and the University of Tokyo in 2012 as an important case study of how passaging a virus through ferrets could confer the properties needed for highly efficient transmission in humans via respiratory droplets.
The aerosolization of biological agents is discussed multiple times in the book as an important element of engineering chimeric viruses as genetic weapons, and a section that outlines the ideal properties of a biological agent identifies one such desirable trait as the ability to transmit through aerosols between 1-5 mm in size.
SARS-CoV-2 is transmitted via respiratory droplets and aerosols, and its genes have been detected in sampled aerosol particles measuring between 1-4 mm or even less in size.
They said the PLA was researching the differences between SARS-CoV-1 and MERS that they believed demonstrated that SARS-CoV-1 was a genetic weapon as opposed to the naturally occurring MERS.
While arguing that SARS-CoV-1 was the only virus that they could prove was developed as a genetic weapon, the authors said they “could not preclude the possibility” that H7N9, the Asian Lineage Avian Influenza A Virus, was also a genetic weapon of the ecological variety.
The authors see the potential scope for the use of chimeric viruses as much broader than the wartime uses to which traditional biological weapons have been confined: “The purpose of using modern genetic weapons is not primarily for military motives but rather as an important terror threat, [and to meet] political and regional or international strategic requirements.”

Coronavirus drug shows promise at Carolina
2016-World Health Assembly , the W.H.O. set up the R&D Blueprint and announced a priority list of pathogens that most threaten global health and for which no vaccines or drugs were in the pipeline. SARS made the list, as did MERS, Nipah, Ebola and other rare but serious diseases caused by epidemic viruses.
2016: The National Science Advisory Board for Biosecurity states that “very few government-funded gain-of-function experiments [pose] a significant threat to public health.”
2016-Daszak, a regular advisor to WHO on pathogen prioritization for R&D, Carroll and Joana Mazet – former global director for USAID’s PREDICT – all joined together in 2016 to form the Global Virome Project; a “10-year collaborative scientific initiative to discover unknown zoonotic viral threats and stop future pandemics”.
Mazet was also co-director of UC Davis’ One Health program, which recruited Dr. Wacharapluesadee and her team in Thailand to conduct a multi-year research project on bats.
They are joined by Edward Rubin of Metabiota Inc, a recipient of Callahan’s PROPHECY funds at DARPA and, notably, an $18.4 million DTRA contract award for scientific research and consulting work in Ukraine and the Lugar Center in the Republic of Georgia.
Metabiota was accused by the Viral Hemorrhagic Fever Consortium in 2014 of violating their contract and engaging in dangerous blood culturing work at a lab in Africa, as well as misdiagnosing patients.

2017-Dr Fauci said there will be a surprise outbreak during the Trump administration. He said this in a speech in January -given at Georgetown University on Pandemic Preparedness

2017-In May, the health ministries for the world’s wealthiest twenty (G20) nations assembled for the first time, gathering in Berlin to participate in a Joint Exercise Scenario with an imagined China responding to a contagion dubbed MARS, for “Mountain Associated Respiratory Virus.”185 (Mars is also the Roman god of war.)

2017-In October , the Johns Hopkins Center for Health Security released their report, SPARS Pandemic, 2025-2028: A Futuristic Scenario for Public Health Risk Communicators.
The report is written from the perspective of someone in 2030 who is looking back on a pandemic which swept around the world between 2025 and 2028.
The exercise describes the world of 2025 as “more connected, yet more divided” with near universal access to wireless internet.
In mid-October 2025, three deaths were reported at a church in St. Paul, Minnesota..Centers for Disease Control and Prevention (CDC) confirmed that the three patients were infected with a novel coronavirus, known as the St. Paul Acute Respiratory Syndrome Coronavirus (SPARS-CoV, or SPARS).
Interestingly, the report notes that “early case fatality estimates were inflated” with the CDC estimating SPARS case fatality rate of 4.7%, and the WHO saying 14-15% and over 50% for people over the age of 64. Later studies would provide a more accurate estimate of only 0.6%.
CynBio, a US-based pharmaceutical corporation developed a SPARS vaccine based.
The Department of Health and Human Services agreed to provide liability protection to the vaccine manufacturer CynBio in the event someone is harmed from the vaccine.
The report goes on to discuss the creation of a therapeutic called Kalocivir. Concerns about Kalocivir increased in February 2026 when a viral video shows a three-year-old boy projectile vomiting after taking a dose of the therapeutic.
By May 2026 the CDC admitted that SPARS was only fatal in 0.6% of cases in the United States.
The report details how the CDC, the FDA, and other government agencies worked with “social media experts” to develop public health messaging campaigns about SPARS, Kalocivir, and the forthcoming vaccine, Corovax.
The report describes how adverse side effects began to emerge as more Americans received the vaccine.
Parents claimed their children were experiencing neurological symptoms similar to those seen in the animals injected with the GMI vaccine.
By the end of 2027, new neurological symptoms began to appear in people who had taken Corovax. “After showing no adverse side effects for nearly a year, several vaccine recipients slowly began to experience symptoms such as blurry vision, headaches, and numbness in their extremities,”the Center for Health Security wrote.
2017-The Biologics Effectiveness and Safety (BEST) System was launched in October 2017 to expand and enhance CBER access to new and better data sources, methods, tools, expertise and infrastructure to conduct surveillance and epidemiologic studies.
BEST is part of the Sentinel initiative and it promotes CBER's Office of Biostatistics and Epidemiology's (OBE) mission to assure the safety and effectiveness of biologic products including vaccines, blood and blood products, tissues and advanced therapeutics.
BEST fulfills the requirements of the FDA Amendments Act of 2007 for an active postmarket risk and analysis system covering at least 100 million persons. It supports FDA’s broader mandate outlined in the 21st Century Cures Act.
2017-HHS Secretary Alex Azar , appointed by Trump after Tom Price resigned in September . He was involved in the FBI botched Anthrax investigation (aka Cover Up).
2017-At the annual summit in the United Nations ECOSOC Chamber, ID2020 adopted “the platform of change” and started the ID2020 Alliance, with funding from major donor Rockefeller Foundation and the digital technology consultant firm Accenture.
Other founding partners were GAVI – The Vaccine Alliance, Microsoft and IDEO.org (a design and consultant firm with partners like The Rockefeller Foundation, Bill & Melinda Gates Foundation, and The Bezos Family Foundation).
Participants included Intel, IBM, Verizon, Samsung, NEC, and SAP. The Alliance featured a very tight connection between big tech companies, foundations, and vaccine and health interests.
2017-World Bank issues 300 million in Pandemic Bonds. Default triggered should a pandemic be declared before July 2020.
Gates funded WHO declared a Pandemic on March 11-2020 after over 110,000 cases, in over 110 countries, triggering Default of the Pandemic Bonds. Note all the 11’s here.
2017- CEPI was founded in Davos by the governments of Norway and India, the Bill & Melinda Gates Foundation, the Wellcome Trust, and the World Economic Forum in 2017. Its mission is to stimulate and accelerate the development of vaccines against emerging infectious diseases and enable access to these vaccines for people during outbreaks.
The CEO is the former director of BARDA ( U.S. Biomedical Advanced Research and Development Authority (BARDA), part of the HHS Office.
The director is an ex employee of the world bank.
2017-Robert Kadlec appointed by Trump as Assistant Secretary for Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS), A Dark Winter figure involved in the Amerithrax case.
He had been an adviser on biological warfare to the Rumsfeld-led Pentagon in the days after 9/11. Kadlec’s official biography states that he “contributed to the FBI investigation of the anthrax letter attacks,” though it’s unclear exactly what those contributions were, beyond having met at least once with scientists at Fort Detrick in November 2001.
Whatever his contributions were, Kadlec has long been an emphatic supporter of the official narrative regarding Bruce Ivins, who he has referred to as a “deranged scientist” and the sole culprit behind the attacks.
Kadlec has also used the official narrative about Ivins to assert that bioweapons have been “democratized,” which he argues means that weaponized pathogens can be wielded by essentially anyone with “a few thousand dollars” and enough time on their hands
On his appointment as Assistant Secretary for Preparedness and Response (ASPR), Kadlec failed to declare a conflict of interests: that in 2012 he and El-Hibri had co-founded an international biodefence company called East West Solutions LLC or that he had been employed by Emergent BioSolutions as a consultant.
2017, the Defense Advanced Research Projects Agency, the Pentagon’s in-house blue sky projects wing, launched the Pandemic Prevention Platform (P3) program, with an explicit goal of creating new medicine to treat a known or novel infection threat within 60 days of that threat being identified, so that the United States can “keep the outbreak from escalating and decrease disruptions to the military and homeland.”
2017 December , the National Security Council’s Domestic Resilience Group identified a number of gaps in federal preparedness planning.
Domestic Resilience Group (DRG) is a standing committee of senior Federal department and agency representatives. The DRG will issue general objectives; coordinate exercise policy; provide strategic input, program guidance, and feedback on NEP exercises; and approve exercise plans, participation policies, and procedures for use in national-level and senior-level exercises.
2017-December 12, Public Law 115-92, enacted and authorized the Department of Defense (DoD) to request, and the U.S. Food and Drug Administration (FDA) to provide, assistance to expedite development and the FDA’s review of products to diagnose, treat, or prevent serious or life-threatening diseases or conditions facing American military personnel
2017 December , NIH lifted the funding pause on GOF and invited new GOF proposals that would be reviewed by a committee with wide-ranging expertise drawn from the Department of Health and Human Services (HHS) in Washington, D.C., and other federal agencies.
2018-January 2018 , Thailand, policy- and decision-makers, experts, researchers, donors and private sector representatives from across the globe came together to introduce and explore the dynamics of the Global Virome Project.
The project is an innovative 10-year proposed partnership to develop a global atlas of most of the planet’s naturally occurring potentially zoonotic viruses. The project aims to transform the study of emerging diseases by building an unprecedented global atlas of viruses in their ecological contexts.
This foundation of information on viral sequences, geographic ranges and host distributions can drive the development of prevention efforts against future threats. This international alliance will connect the next generation of scientists, build capacity at hotspots of viral emergence and promote equitable access to data and strategies to prevent epidemics.
The Global Virome Project will cost $ 1.2 billion. Much like the Global Fund, Gavi, the Vaccine Alliance and other international public health initiatives, the Global Virome Project will likely rely on a broad mix of funding streams from governments, development agencies, research agencies, private foundations and industries.
It will also be free of Congressional Oversight and free to fund GOF research.
2018 February 1, the Washington Post reported that 'CDC to cut by 80 percent efforts to prevent global disease outbreak' “The global health section of the CDC was so drastically cut in 2018 that much of its staff was laid off and the number of countries it was working in was reduced from 49 to merely 10.
Meanwhile, throughout 2018, the U.S. Agency for International Development and its director, Mark Green, came repeatedly under fire from both the White House and Secretary of State Mike Pompeo. And though Congress has so far managed to block Trump administration plans to cut the U.S. Public Health Service Commissioned Corps by 40 percent the disease-fighting cadres have steadily eroded as retiring officers go unreplaced.'
Countries where the CDC is planning to scale back include some of the world’s hot spots for emerging infectious disease, such as China, Pakistan, Haiti, Rwanda and Congo. Last year, when Congo experienced a potentially deadly Ebola outbreak in a remote, forested area, CDC-trained disease detectives and rapid responders helped contain it quickly.
2018-Pandemic Crisis Action Plan (PanCAP) and Pandemic Crisis Action Plan-Adapted (PanCAP-A) was revised under NSA chief Josh Bolton. It was originally developed in 2013 .,
The Pandemic Crisis Action Plan describes “the concept of operations and broad organizational construct for pandemic influenza response, triggers, indicators, phased ESF activities, and agency roles and responsibilities.
2018- A little-known government body called the Federal Accounting Standards Advisory Board — FASAB — essentially legalized secret national security spending. The new guidance, “SFFAS 56 – CLASSIFIED ACTIVITIES” permits government agencies to “modify” public financial statements and move expenditures from one line item to another. It also expressly allows federal agencies to refrain from telling taxpayers if and when public financial statements have been altered.
To Michigan State professor Mark Skidmore, who’s been studying discrepancies in defense expenditures for years, the new ruling — and the lack of public response to it — was a shock.
“From this point forward,” he says, “the federal government will keep two sets of books, one modified book for the public and one true book that is hidden.”
2018-April-DARPA’s Preventing Emerging pathogenic diseases program(PREEMPT) was announced in April. PREEMPT focuses specifically on animal reservoirs for disease, specifically bats.
The DEFUSE bid was submitted rejected, but others were Approved
As part of PREEMPT -DARPA spent $10 million on one project “to unravel the complex causes of bat-borne viruses that have recently made the jump to humans.
To prevent some of the world’s most lethal diseases, an international research team spanning five continents and led by Montana State University will study bats in Australia, Bangladesh, Madagascar and Ghana.
Raina Plowright, assistant professor in the Department of Microbiology and Immunology, is leading a project to unravel the complex causes of bat-borne viruses that have recently made the jump to humans, causing concern among global health officials.
The research team — which includes more than 20 scientists from Johns Hopkins, Cornell, Cambridge, UCLA, Penn State, Rocky Mountain Laboratories in Montana, Griffith University in Australia and five other universities and institutions — is supported by a $10 million cooperative agreement with the Defense Advanced Research Projects Agency, or DARPA, an independent agency of the U.S. Defense Department that funds ambitious and potentially groundbreaking projects

2018-May 11-The NSC directorate for global health and security and bio-defense disbanded by Trump
2018-August l BioNTech announced that it was in collaboration with Pfizer to develop an mRNA flu vaccine. It was aiming to move this from the preclinical stage to phase 1 trials by the end of 2020. Professor Dr Ugur Sahin, co-founder and CEO of BioNTech, said:
‘A significant presence in infectious disease supports our goal of building a global immunotherapy company that provides more effective and precise immune-mediated approaches for the prevention and treatment of serious illnesses, such as the prevention of flu and the treatment of cancer.’
2018 September 18, President Donald Trump released the National Biodefense Strategy and signed National Security Presidential Memorandum 14 to direct the federal government to execute this strategy. Together, they sought to improve the federal government's readiness and capability to respond to human-generated, naturally-occurring, and accidentally-released biological threats to the Nation.
The Strategy was mandated by Congress and has five extensively detailed goals. It established a new cabinet-level Biodefense Steering Committee chaired by the Secretary of Health and Human Services. National Security Advisor John Bolton
"The Biodefense Steering Committee will monitor and coordinate implementation of the National Biodefense Strategy across 15 federal agencies and the Intelligence Community."
2018-Robert Kadlec would become the biggest capo of them all with a subtle change that was introduced in the 2018 PAHPRA:
Title III - Sec 301
1) DELEGATION TO ASPR. — Subsection (a)(1) of section 319F-2 of the Public Health Service Act (42 U.S.C. 247d-6b) is amended by striking ''in collaboration with the Director of the Centers for Disease Control and Prevention'' and inserting ''acting through the Assistant Secretary for Preparedness and Response.''
2018-Clade X simulation held on infectious disease outbreak. This event examined the response to a pandemic resulting from the release of a fictional virus known as Clade X. In the simulation, the virus was released by a terror group called A Brighter Dawn.
The participants asked what would be needed if the President issued a federal quarantine, noting that authorities would need to “Determine (the) level of force authorized to maintain quarantine.” The Clade X exercise also resulted in the federal government nationalizing the healthcare system
2018- “The Platform for Good Digital Identity” started in order to “advance good, user-centric digital identities”. Partners include ID2020, Accenture, Bill & Melinda Gates Foundation, Cisco, The World Bank, European Commission, United Nations and newly founded advocacy groups like One World Identity, World Identity Network and Security Identity Alliance.
It is a big push that besides refugee identification and disease control is packaged as a solution to concerning issues like human trafficking and child marriages.
2018-National Security Commission on Artificial Intelligence (NSCAI). It was created bythe 2018 National Defense Authorization Act (NDAA)
The NSCAI is a key part of the government’s response to what is often referred to as the coming “fourth industrial revolution,”which has been described as “a revolution characterized by discontinuous technological development.
The vice-chair of NSCAI, Robert Work– former Deputy Secretary of Defense states his focus is on how the government can work with industry to compete with China’s ‘civil-military fusion’ concept.”
2018 November 2, FDA and DoD announced the signing of a Memorandum of Understanding (MOU), to provide the framework under which FDA and DoD will implement the law.
2018: Michael Callahan accused Chinese officials that they “concealed” lab samples of H7N9 (type of bird flu) …Jeopardizing U.S. access to foreign pathogens and therapies to counter them”, He claimed this “undermines our nation’s ability to protect against infections which can spread globally within days”.
Michael Callahan had left DARPA’s payroll and his official title of Program Manager for Biodefense and Mass-Casualty Care in 2012 and return to Massachusetts General Hospital to run a disease surveillance and antiviral clinical trials program in Africa.
But, a man with Callahan’s background never quite leaves government, as he himself admitted in a UAB alumni profile:
“I still have federal responsibilities to the White House for pandemic preparedness and exotic disease outbreaks,” said Callahan in 2013, “which will continue for the near future”.
2018-Daszak tells us that: “In early 2018, during a meeting at the World Health Organizationin Geneva, a group of experts I belong to (the R&D Blueprint) coined the term “Disease X.”
So in 2018 the WHO’s WHA R&D Blueprint , coined the term Disease X to define a known virus that has changed to be more transmissible.
Daszak was a member of R&D Blueprint and working on DEFUSE with Baric as well as the Global Virome Project
2018 the Federal Bureau of Investigation (FBI) assumed management of the NBFAC.
National Bioforensics Analysis Center (NBFAC) was previously run by the Department of Homeland Security (DHS). NBFAC conducts technical analyses in support of federal law enforcement investigations and attempts to coordinate multi-agency biological forensic efforts.
DHS and the FBI signed a memorandum of agreement that transferred NBFAC management to the FBI.
Remember, this is the same FBI that botched the Anthrax Investigations
FBI is the lead agency in investigating Bioterrorism in US and an expert in covering things up. They say Accidental Lab Release, not Bioterrorism. Did they even investigate the latter by getting DNA sequences ordered at commercial synthesizers in 2018-2019 and see if they matched Sars-Cov-2?
2019, December-Stephen Walker leaves DARPA He become Director in 2017, and DARPA as you know received the DEFUSE proposal in 2018.
He left to become Vice President and Chief Technology Officer of the Lockheed Martin Corporation, where he is responsible for mission concept development and integrated operations analysis, the corporation’s technology strategy, internal research and development investments and corporate as well as international laboratories.
<Thoughts-Lockheed Martin Corporation is one of the Pentagons biggest defense contractors and Metabiota which is linked to Daszaks EHA and Global Virome Project and is funded by Pentagons DTRA to run a biolab in Ukraine. Could human testing of human subjects have been conducted in Ukraine to adopt a novel Virus developed under DEFUSE to humans? Sars-Cov-2 seemed to have a special affinity to SLAV populations? Just speculating here
2019-WHO released a document which states that contract tracing is not recommended to be used. The document details the WHO’s views on Non-pharmaceutical intervention (NPI) in response to a pandemic.
“Active contact tracing is not recommended in general because there is no obvious rationale for it in most Member States. The RAC was renamed and repurposed in 2019 and no longer conducts routine reviews of clinical trials. The amount of biosafety review that now takes place is not always clear and not always public. The RAC meetings were public.
Before 2019, Institutional Biosafety Committees (IBCs ) also reviewed risks to the trial participant. So, the informed consent document had to be reviewed by both the IBCs and IRBs. Then the FDA and the NIH decided in 2018 that IRBs could review them on their own, and the IBCs did not have to evaluate such risk.

At the behest of a RAC member in the early 1990s, the RAC began to review adverse event reports as part of semiannual reviews of NIH data management reports on gene transfer trials. Since 1997, tables of adverse event reports from gene transfer trials have been posted with the RAC meeting minutes.
In 1995, an ad hoc committee appointed by the director of NIH to advise on the future role of the RAC concluded that gene transfer research was different enough from other research to deserve continued public scrutiny. The committee concluded that the RAC should, however, no longer review every protocol; rather, its reviews should focus on protocols raising special concerns (e.g., those using novel vectors) (Verma, 1995).
NIH and FDA agreed in 1995 that NIH would limit its public reviews to novel protocols, while FDA would assume primary responsibility for reviewing gene therapy protocols (Rainsbury, 2000; Wolf et al., 2009).
The RAC's public reviews are selective, limited to protocols that present certain safety or ethical issues.
There are policy exemptions in place for certain types of human gene transfer protocols that are exempt from the RAC review. Appendix M Section VI-A of the NIH Guidelines details exemption for protocols for certain gene transfer vaccines against infectious diseases, specifically, those using plasmids and other vectors that usually do not persist (e.g., adenoviral vectors) and usually are administered intradermally or intramuscularly.

The online depository of data on viral sequences was called the Wildlife-Borne Viral Pathogen Database. This database was previously accessible to researchers inside and outside of China, with the exception of a password protection section, which held unpublished sequence data accessible only to WIV personnel.
The database was briefly accessible, but only intermittently, from December 2019 to February 2020.

One exercise involved the discovery of high-level radiation in a piece of luggage, and the second focused on responding to the outbreak of a novel coronavirus brought in by an incoming traveller (s) at the airport.
The PRC state-run media described the scenario as follows:

2019-September -repo market rates suddenly shot up to 10%. Before 2008, banks borrowed from each other in the fed funds market; but after 2008 they were afraid to lend to each other for fear the borrowing banks might be insolvent and might not pay the loans back.
Instead the lenders turned to the repo market, where loans were supposedly secured with collateral. The problem was that the collateral could be “rehypothecated” or used for several loans at once; and by September 2019, the borrower side of the repo market had been taken over by hedge funds, which were notorious for risky rehypothecation.
The lenders therefore again pulled out, forcing the Fed to step in to save the banks that are its true constituents. But that meant the Fed was backstopping the whole repo market, including the hedge funds, an untenable situation. So it flung the doors wide open to its discount window, where only banks could borrow.

January 17, 2020 Callahan was in Wuhan before the World Health Organization (WHO) made its preliminary field visit on January 20-21. Callahan was the source of US reports that China’s infection numbers were under-reported.
On February 4, Kadlec dispatched to Japan Callahan to manage the evacuation of Americans from the Diamond Princess cruise ship. It had been quarantined at Yokohama after ten passengers were reported sick with Covid. Callahan, joined by Dr Lawler, prevented two officials of the US Centers for Disease Control (CDC) from boarding the ship with them.
During the second week of quarantine, the pair extended testing to passengers who weren’t sick and were soon reporting back to their superiors at the US Department of Health and Human Services (HSS) that Covid was everywhere.
However the Japanese report on the Diamond Princess outbreak belies this: 3,618 of the 3,711 occupants were tested and 410 of the 696 positive cases were people with no symptoms. Only 13 passengers, almost all in their 70s or 80s, died of Covid.

This report was derived not from any sensitive intelligence collection effort or independent biosurveillance activity, but rather from a report issued to the WHO by the Wuhan Municipal Health Commission, dated January 5, 2020).
The NCMI had been relegated to a mere observer, having failed in its mission to provide timely, predictive analysis of pending epidemiological threats.
Almost everything the NCMI knew about the current situation in Wuhan came from the WHO, which had been working very closely with Chinese authorities from the Chinese Center of Disease Control (CCDC) to determine the origin and nature of the coronavirus outbreak.

It closed temporarily the following day. The release of the data helped researchers develop test kits for the virus.

Shi and her colleagues reported assembling a full genome sequence of the novel coronavirus, and noted a 79.6 percent match between SARS-CoV-2 and the coronavirus that caused the SARS epidemic in 2002 to 2003. They further confirmed that SARS-CoV-2 uses the same cell entry receptor—angiotensin converting enzyme II (ACE2)—as SARS-CoV-1.

The evolution of 2019-nCoV remains elusive. We found 4 insertions in the spike glycoprotein (S) which are unique to the 2019-nCoV and are not present in other coronaviruses. Importantly, amino acid residues in all the 4 inserts have identity or similarity to those in the HIV-1 gp120 or HIV-1 Gag.
Interestingly, despite the inserts being discontinuous on the primary amino acid sequence, 3D-modelling of the 2019-nCoV suggests that they converge to constitute the receptor binding site.
The finding of 4 unique inserts in the 2019-nCoV, all of which have identity /similarity to amino acid residues in key structural proteins of HIV-1 is unlikely to be fortuitous in nature. This work provides yet unknown insights on 2019-nCoV and sheds light on the evolution and pathogenicity of this virus with important implications for diagnosis of this virus.”

Droegemeier, wrote to the National Academy of Sciences President, Dr. Marcia McNutt, on February 3, 2020, to probe the origin of the 2019 coronavirus. Dir. Droegemeier requested the National Academy of Science (NAS) scientists provide a “Rapid Response Assessment . . . that would help determine the origins of 2019 2019-nCoV, specifically from an evolutionary/structural biology standpoint.
Fauci was invited to give the “perspective from NIH/NIAID” ahead of an open discussion. The proposed output prior to the meeting appears to have been a “based on science” web posting, not unlike what Andersen and others were already working on.
However, the following day an email went out from Andrew Pope, an official in the NAS, saying the “plans have changed” and in place of a ‘based on science’ web posting there was now to be a statement signed by the Presidents of the three National Academies and sent to the Government. It appears that this change was what was agreed at the teleconference, though that is not completely clear as the email doesn’t specify who the “we” are who now think the original plan is not “appropriate”.
What makes it likely it was agreed at the teleconference is that the email does not seem to expect anyone to object to the change and assumes all are on board with the new proposal.

By citing a scientific article from the Wuhan Institute of Virology stating the disease outbreak “started from a local seafood market,” the National Academy of Science’s letter to OSTP unequivocally supported the contention made by China’s Communist Party government that the COVID-19 pandemic was a naturally-occurring transmission from animals to humans.
Most of the scientists consulted for the National Academy of Science response had long histories of collaboration with China and/or were later associated with a robust support of China and the theory that COVID-19 originated as a naturally-occurring event.
In some important respects, the final National Academy of Sciences response dated February 6, 2020, bears little resemblance to the original draft, dated February 4, 2020.
According to the email exchanges between the National Academy of Science and the consultant scientists, there appeared to be a clear effort by the scientists to support the naturally-occurring theory and to eliminate or downplay any mention that the COVID-19 virus was engineered, had unique human binding characteristics, might mutate towards higher infectivity and possessed a furin polybasic cleavage site not found in any related coronavirus.
February 10: French and Canadian scientists publish a paper about the new coronavirus describing an “important” anomaly—12 additional nucleotides—not observed in previous coronaviruses. They suggest that the distinct feature “may provide a gain-of-function . . . for efficient spreading in the human population.”

The first part of the plan is to identify antibodies and get antibodies from people who've been infected with COVID-19 and recovered. The second part is to develop a drug that can be used based on these antibodies. They plan to try and just take the genetic material that codes for these antibodies and put that into people and alter their DNA so as to let the people's own cells make the antibody. It's only been tested in tens of patients, so its experimental.

Sometime in late May or early June 2020, Zhou Yusen died under unusual and mysterious circumstances.
His patent was for a Recombinant protein vaccine which remove the genes of the most effective antigen component of a pathogen, and recombine them in vitro until they express the protein, and then turn it into a vaccine. March 10, 2020 -Kaiser Permanente Washington Health Research Institute is asking for volunteers to participate in a NIAID funded study that will test an "investigational vaccine" for SARS-CoV-2, which is the virus that causes COVID-19.
The experimental vaccine is an mRNA nucleic acid vaccine, meaning it is made up of a segment of mRNA rather than the whole virus.
Their plan is to enroll 45 people between 18 and 55, who will get two shots of Moderna’s investigational vaccine, about a month apart. Why not enroll older people who are most seriously affected and most likely to be vaccinated (unless vaccines are mandated).

The EARN IT bill had its first hearing today, and its supporters’ strategy is clear. Because they didn’t put the word “encryption” in the bill, they’re going to insist it doesn’t affect encryption.

The company can set price controls on the drug as well as benefiting from grants and tax credits.
The designation was given to a company where Joe Grogan, a member of President Donald Trump’s “coronavirus task force,” worked as a lobbyist from 2011 to 2017, often working on issues regarding drug pricing.
The Orphan Drug Act of 1983 was passed to ensure medications for rare diseases can be developed, and was meant to benefit companies which may not recoup their research costs after their drugs are put on the market.
The special orphan designation was given to remdesivir despite hefty support by the government for the development of the drug. Gilead Sciences’ remdesivir was developed with at least $79 million in U.S. government funding.”

The NIH COVID-19 Treatment Guidelines, which were initially published on April 21, 2020, were updated on June 11, 2020,20 to recommend against the use of CQ and HCQ for the treatment of COVID-19, except in a clinical trial.

In a series of filings just before a midnight court deadline , the attorney general, William Barr; the acting director of national intelligence, Richard Grenell; and other senior officials insisted to a federal judge in the civil case that further disclosures about Saudi connections to the 9/11 plot would imperil national security.
They insisted that even its justification for that secrecy needed to remain secret. An additional five, including one from the CIA, were shared only with the judge and cannot be read even by the plaintiffs’ lawyers.
Barr insisted to the court that public discussion of the issue “would reveal information that could cause the very harms my assertion of the state secrets privilege is intended to prevent.”

April 22, 2020. The Rockefeller Foundation has proposed the "National Covid-19 Testing Action Plan" based on a militarized social model. At the top is the "Pandemic Testing Board (PTB). The Pandemic Testing Board would “consist of leaders from business, government and academia” They would have the power to decide on productions and services and issue contracts to acquire them. The plan calls for 30 million tests per week. Estimated cost for the test itself 100 dollars a test or 30 billion per year.
According to the Plan, a Covid Community Healthcare Corps (CCHC) should be launched at state public health departments, an effort that will involve massive investments in manpower and equipment. A staff of 100 to 300 thousand will be required.
They must be supported by computer systems networked with regional and national viral data-sets and as many electronic health records from local hospital systems as can be provided.
The CCHC should designate staff to distribute, administer and oversee testing and contact tracing
Digital apps and privacy-protected tracking software should be widely adopted to enable more complete contact tracing.

Treatment arms include: usual care; or usual care combined with corticosteroid therapy, lopinavir/ritonavir, azithromycin, or HCQ. Additional randomizations are included between convalescent plasma and placebo and between tocilizumab and placebo for eligible patients.
Over 11,000 patients have been enrolled so far, of an estimated target enrollment of 12,000. On June 5, 2020, the chief investigators announced closure of the HCQ arm due to lack of benefit.
With 1542 patients randomized to HCQ and 3132 to the usual care comparator, mortality was reported as 25.7% and 23.5% respectively (hazard ratio 1.11, 95% CI 0.98-1.26, p=0.10).23 The difference in mortality rates trends in favor of the usual care comparator.

Egyptian virologist Dr. Ali Mohamed Zaki isolated and identified a previously unknown coronavirus from his lungs. After routine diagnostics failed to identify the causative agent, Zaki contacted Ron Fouchier, a leading virologist at the Erasmus Medical Center (EMC) in Rotterdam, the Netherlands, for advice.
Coronavirus arrived at Canada’s NML Winnipeg facility on May 4, 2013 from the Dutch lab. The Canadian lab grew up stocks of the virus and used it to assess diagnostic tests being used in Canada. Winnipeg scientists worked to see which animal species can be infected with the new virus.
