1987 report Our Common Future, also called the Brundtland Report, which popularized the term “sustainable development” and its definition. In line with the report published by the Club of Rome in 1972, Limits to Growth, the report identifies the world-scale problems compromising the health and security of humanity and the ecological equilibrium on which life depends.
1988 Maurice Strong contributed to the creation of the Intergovernmental Panel on Climate Change (IPCC) in 1988 by merging the World Meteorological Organization (WMO) and UNEP.
1991, The First Global Revolution by Alexander King and Bertrand Schneider was published:

1992 -Rothschilds World Conservation Bank renamed to Global Environment Facility (GEF). The purpose of the Facility is to lend money to the poorest countries, 'money' printed by the IMF out of thin air and guaranteed by our governments.

1992- President George H. Bush had personally attended the Summit in Rio, and while he rejected some parts of the signing ceremonies, he did sign the UN Framework Convention on Climate Change .
1992 Redfield and Birx, his then-assistant—both serving at Walter Reed in Washington—published inaccurate data in the New England Journal of Medicine, claiming that an HIV vaccine they helped develop and tested on Walter Reed patients was effective.
An Air Force medical office accused Redfield of engaging in “a systematic pattern of data manipulation, inappropriate statistical analyses and misleading data presentation in an apparent attempt to promote the usefulness of the GP160 AIDS vaccine.”
A specially convened Air Force tribunal on scientific fraud and misconduct concluded that Redfield’s “misleading or, possibly, deceptive” information “seriously threatens his credibility as a researcher and has the potential to negatively impact AIDS research funding for military institutions as a whole.
Dr. Redfield confessed to angry DOD interrogators and to the tribunal that his analyses were faulty and deceptive. He agreed to correct them and to publicly admit the vaccine was worthless, he then brazenly parroted his debunked perjuries in testimony before Congress, swearing that his vaccine cured HIV. Redfield’s bold gambit worked.
Bamboozled by Redfield’s brazen ballyhoo, Congress immediately appropriated $20 million to the military to support Redfield and Birx’s research project. Enraged military prosecutors wanted to court-martial Redfield.
The dedicated budget hikes promised by Congress prompted the Army to kill the investigation, silence its own prosecutors, and “whitewash” Redfield’s misdeeds.
Redfield would go on to established the Institute for Human Virology (IHV) with fellow Fraudster Gallo in 1996 and be CDC Director during OPERATION COVID

2000- The Bill& Melinda GatesFoundation gives US$ 750 million to set up Gavi. GAVI was founded by Bill and Melinda Gates Foundation, Rockefeller Foundation, UNICEF, The World Bank and WHOto vaccinate children in the world’s poorest countries. 2000, June 29 -Earth Charter called for in 1992 was completed and published. Many viewed the Earth Charter as a prototype constitution for the New World Order Constitution.Co-creator Maurice Strong stated, “ the real goal of the Earth Charter is that it will in fact become like the Ten Commandments. ”
2001 January, Nuclear Threat Initiative (NTI). Created by media mogul Ted Turner and former Senator Sam Nunn, NTI aimed not only to "reduce the threat" posed by nuclear weapons, but also chemical and biological weapons.
Alongside Nunn and Turner on NTI's board was William Perry, a former Secretary of Defense; former Senator Dick Lugar, for whom the alleged U.S. bioweapons lab in Georgia is named; and Margaret Hamburg, who was NTI's Vice President overseeing its work on biological weapons. Margaret Hamburg's father, David Hamburg, a long-time president of the Carnegie Corporation, was also an advisor and "distinguished fellow" at NTI. David Hamburg was a longtime close advisor, associate, and friend of Joshua Lederberg.
Both Sam Nunn and Margaret Hamburg of NTI, as well as top officials from ANSER, would come together in June 2001 to participate in an exercise simulating a bioweapons attack called "Dark Winter."
2001 March Kadlec-sponsored a report that called for the creation of the National Homeland Security Agency (NHSA), which was used to prepare the H.R. 1158. It urged the urgent creation of a new cabinet-level agency so it can begin its critical work. What foresight.
2001-April, Robert Kadlec, at the National War College, sponsored the paper "A Micro-threat with Macro-Impact: The Bio-Threat and the Need for a National Bio-Defense Security Strategy."
That paper starts by citing several former CIA officials as well as Dr. O'Toole (who now works for the CIA's venture capital arm, In-Q-Tel) as proof that a bioterrorist attack is "perhaps the greatest threat the U.S. faces in the next century" and that such an attack would inevitably target "Americans on American soil."
This Kadlec-sponsored report also called for the creation of the National Homeland Security Agency (NHSA), the framework for which was contained in H.R. 1158, introduced a month prior in March 2001.

On ANSER-IHS's board at the time, alongside David, were Joshua Lederberg and Dr. Tara O'Toole, then-director of the Johns Hopkins Center for Civilian Bio-defense Studies who would later co-write the Dark Winter exercise.

June 2001, three months before the 9/11 atrocity, the Johns Hopkins Center for Health Security (CHS) held a table-top exercise it called Dark Winter, simulating a smallpox bioterrorism attack on the US orchestrated by Osama bin Laden’s Al Qaeda. Dr Tara O’Toole, who founded the CHS in 1998, was the principal designer of the exercise, but Kadlec is credited with giving it its name.
2001-July, the U.S. had rejected an agreement that would have enforced its ban on biological weapons.
US objections were based on the potential threat to corporate intellectual property rights and to national security, implied by the international inspections regime included in the agreement.

Provides funding for the National Vaccine Program and adds the Secretary of Homeland Security(DHS) to the working group on the prevention, preparedness, and response to bioterrorism and other public health emergencies.
Amends the Federal Food, Drug, and Cosmetic Actto allow the Secretary to authorize the use of a drug, device, or biological product intended for emergency use, specifically allowing the use of unapproved products, or the unapproved use of approved products, upon a determination by DHS that there is or is a significant potential for a domestic emergency, or upon a determination by DHS of a public health emergency that affects or may affect national security and that involves a specified agent or a specified disease that may be attributable to such agent
Directs the HHS Secretary, the Secretary of Homeland Security, and the Secretary of Defense to ensure that the activities of their respective Departments coordinate, complement, and do not unnecessarily duplicate programs designed to protect the homeland from biological, chemical, radiological, and nuclear agents.

2005- Biodefense and Pandemic Vaccine and Drug Development Act of 2005 (S. 1873) The bill createsa new federal agency, the Biomedical Advanced Research and Development Agency (BARDA), that would act "as the single point of authority" to promote advanced research and development of drugs and vaccines in response to bioterrorism and natural diseaseoutbreaks, while shielding the agency from public Freedom of Information Act (FOIA) requests. BARDA would be exempt from long-standing open records and meetings laws that apply to most government departments.
The Public Readiness and Emergency Preparedness Act (PREPA),signed into law by George W. Bush in December, 2005, is a tort liability shield intended to protect vaccine manufacturers from financial risk in the event of a declared public health emergency. PREPA provides $3.8 billion for pandemic influenzapreparedness to protect public health in the case of a pandemic disease outbreak

By 2010, influenza vaccination had become a prevalent catalyst for vaccine injury petitions to the NVICP, and by 2015, it was the dominant vaccine in the Program for injuries and death, accounting for more than seven out of ten petitions filed. Influenza vaccination is the very reason why the program designed by Congress as a National Vaccine Injury Compensation Program is no longer primarily for children’s injuries but has become a program where compensation is more often for adult vaccine injuries.
2005, Michael Callahan testified before Congress .In his prepared statement, Callahan concluded with a chilling statement that summarizes the general sentiment shared by many in his circle:

2005-2012 Dr Michael Callahan, managed DARPA’s biodefence ‘therapeutic’ programmes It was part of DARPA’s ‘super soldier’ project, the aim of which was to create ‘kill proof’ soldiers with an unfair advantage over enemy troops

Holdren is a disciple of the devotee of negative Eugenics, Harrison Brown (who is approvingly cited in the aforementioned text, "The First Global Revolution", and who himself praised the eugenicist Charles Galton Darwin who wrote in “The Next Million Years”

2009-Prophecy was a program created by Callahan at DARPA. It sought to “transform the vaccine and drug development enterprise from observational and reactive to predictive and preemptive” through algorithmic programming techniques. In layman’s terms, the program proposed that “viral mutations and outbreaks” could be predicted in advance to more rapidly counter the unknown disease with preemptive drug and vaccine development.
Among the grantees was the King Chulalongkorn Memorial Hospital in Bangkok, Thailand, which houses the King Chulalongkorn Medical University where Callahan is a visiting professor.
2009-USAID PREDICT began, an early warning system for new and emerging diseases in 21 countries including hot spots like China and Thailand in a 9-year effort to catalog hundreds of thousands of biological samples, “including over 10,000 bats“.
Dennis Carroll, a former USAID director of emerging threats division who had led the U.S.’ response to Avian influenza (H5N1) in 2005, would go on to lead PREDICT
Thailand, known for being a “hotbed of undiagnosed illnesses and viruses” among medical experts, was among those 21 nation and a doctor described by Callahan as a “giant in the field of virus discovery worldwide” was tapped by the CIA cutout to lead the PREDICT program in that country.
Dr. Supaporn “Chu Wacharapluesadee, from the King Chulalongkorn Memorial and faculty of Medicine at Chulalongkorn University had been conducting research on viruses in bats for years and is considered one of the world’s leading experts on bat pathogens. ”
Callahan and DARPA had identified Wacharapluesadee as an asset in 2004 when she discovered the Nipah virus in bats, which can affect humans and pigs. Callahan and the Thai doctor worked together on several studies.
One of these, funded by the USAID PREDICT project, titled “Diversity of coronavirus in bats from Eastern Thailand” was published in 2015 and carried out between 2008 and 2013

Interestingly, the report notes that “early case fatality estimates were inflated” with the CDC estimating SPARS case fatality rate of 4.7%, and the WHO saying 14-15% and over 50% for people over the age of 64. Later studies would provide a more accurate estimate of only 0.6%.
CynBio, a US-based pharmaceutical corporation developed a SPARS vaccine based.
The Department of Health and Human Services agreed to provide liability protection to the vaccine manufacturer CynBio in the event someone is harmed from the vaccine.
The report goes on to discuss the creation of a therapeutic called Kalocivir. Concerns about Kalocivir increased in February 2026 when a viral video shows a three-year-old boy projectile vomiting after taking a dose of the therapeutic.
By May 2026 the CDC admitted that SPARS was only fatal in 0.6% of cases in the United States.
The report details how the CDC, the FDA, and other government agencies worked with “social media experts” to develop public health messaging campaigns about SPARS, Kalocivir, and the forthcoming vaccine, Corovax.
The report describes how adverse side effects began to emerge as more Americans received the vaccine. Parents claimed their children were experiencing neurological symptoms similar to those seen in the animals injected with the GMI vaccine.
By the end of 2027, new neurological symptoms began to appear in people who had taken Corovax. “After showing no adverse side effects for nearly a year, several vaccine recipients slowly began to experience symptoms such as blurry vision, headaches, and numbness in their extremities,”the Center for Health Security wrote.

2017-Robert Kadlec appointed by Trump as Assistant Secretary for Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS), A Dark Winter figure involved in the Amerithrax case. He had been an adviser on biological warfare to the Rumsfeld-led Pentagon in the days after 9/11. Kadlec’s official biography states that he “contributed to the FBI investigation of the anthrax letter attacks,” though it’s unclear exactly what those contributions were, beyond having met at least once with scientists at Fort Detrick in November 2001.
Whatever his contributions were, Kadlec has long been an emphatic supporter of the official narrative regarding Bruce Ivins, who he has referred to as a “deranged scientist” and the sole culprit behind the attacks.
Kadlec has also used the official narrative about Ivins to assert that bioweapons have been “democratized,” which he argues means that weaponized pathogens can be wielded by essentially anyone with “a few thousand dollars” and enough time on their hands

Before 2019, Institutional Biosafety Committees (IBCs ) also reviewed risks to the trial participant. So, the informed consent document had to be reviewed by both the IBCs and IRBs. Then the FDA and the NIH decided in 2018 that IRBs could review them on their own, and the IBCs did not have to evaluate such risk.

At the behest of a RAC member in the early 1990s, the RAC began to review adverse event reports as part of semiannual reviews of NIH data management reports on gene transfer trials. Since 1997, tables of adverse event reports from gene transfer trials have been posted with the RAC meeting minutes.
In 1995, an ad hoc committee appointed by the director of NIH to advise on the future role of the RAC concluded that gene transfer research was different enough from other research to deserve continued public scrutiny. The committee concluded that the RAC should, however, no longer review every protocol; rather, its reviews should focus on protocols raising special concerns (e.g., those using novel vectors) (Verma, 1995).
NIH and FDA agreed in 1995 that NIH would limit its public reviews to novel protocols, while FDA would assume primary responsibility for reviewing gene therapy protocols (Rainsbury, 2000; Wolf et al., 2009).
The RAC's public reviews are selective, limited to protocols that present certain safety or ethical issues.
There are policy exemptions in place for certain types of human gene transfer protocols that are exempt from the RAC review. Appendix M Section VI-A of the NIH Guidelines details exemption for protocols for certain gene transfer vaccines against infectious diseases, specifically, those using plasmids and other vectors that usually do not persist (e.g., adenoviral vectors) and usually are administered intradermally or intramuscularly.

2019-September -repo market rates suddenly shot up to 10%. Before 2008, banks borrowed from each other in the fed funds market; but after 2008 they were afraid to lend to each other for fear the borrowing banks might be insolvent and might not pay the loans back.
Instead the lenders turned to the repo market, where loans were supposedly secured with collateral. The problem was that the collateral could be “rehypothecated” or used for several loans at once; and by September 2019, the borrower side of the repo market had been taken over by hedge funds, which were notorious for risky rehypothecation.
The lenders therefore again pulled out, forcing the Fed to step in to save the banks that are its true constituents. But that meant the Fed was backstopping the whole repo market, including the hedge funds, an untenable situation. So it flung the doors wide open to its discount window, where only banks could borrow.

January 17, 2020 Callahan was in Wuhan before the World Health Organization (WHO) made its preliminary field visit on January 20-21. Callahan was the source of US reports that China’s infection numbers were under-reported.
On February 4, Kadlec dispatched to Japan Callahan to manage the evacuation of Americans from the Diamond Princess cruise ship. It had been quarantined at Yokohama after ten passengers were reported sick with Covid. Callahan, joined by Dr Lawler, prevented two officials of the US Centers for Disease Control (CDC) from boarding the ship with them.
During the second week of quarantine, the pair extended testing to passengers who weren’t sick and were soon reporting back to their superiors at the US Department of Health and Human Services (HSS) that Covid was everywhere.
However the Japanese report on the Diamond Princess outbreak belies this: 3,618 of the 3,711 occupants were tested and 410 of the 696 positive cases were people with no symptoms. Only 13 passengers, almost all in their 70s or 80s, died of Covid.

This report was derived not from any sensitive intelligence collection effort or independent biosurveillance activity, but rather from a report issued to the WHO by the Wuhan Municipal Health Commission, dated January 5, 2020). The NCMI had been relegated to a mere observer, having failed in its mission to provide timely, predictive analysis of pending epidemiological threats.
Almost everything the NCMI knew about the current situation in Wuhan came from the WHO, which had been working very closely with Chinese authorities from the Chinese Center of Disease Control (CCDC) to determine the origin and nature of the coronavirus outbreak.

In March the French Health Ministry officially prohibited the utilization of treatment based on chloroquine recommended by Raoult. In fact the treatment is only allowed for terminal Covid-19 patients, with no other possibility of healing.

January 28 it was reported the US has charged a Harvard professor and two Chinese researchers based in Boston with assisting the Chinese government. Harvard department chair Charles Lieber is accused of lying about his connections, while the researchers were charged with being foreign agents.

The evolution of 2019-nCoV remains elusive. We found 4 insertions in the spike glycoprotein (S) which are unique to the 2019-nCoV and are not present in other coronaviruses. Importantly, amino acid residues in all the 4 inserts have identity or similarity to those in the HIV-1 gp120 or HIV-1 Gag. Interestingly, despite the inserts being discontinuous on the primary amino acid sequence, 3D-modelling of the 2019-nCoV suggests that they converge to constitute the receptor binding site.
The finding of 4 unique inserts in the 2019-nCoV, all of which have identity /similarity to amino acid residues in key structural proteins of HIV-1 is unlikely to be fortuitous in nature. This work provides yet unknown insights on 2019-nCoV and sheds light on the evolution and pathogenicity of this virus with important implications for diagnosis of this virus.”

Droegemeier, wrote to the National Academy of Sciences President, Dr. Marcia McNutt, on February 3, 2020, to probe the origin of the 2019 coronavirus. Dir. Droegemeier requested the National Academy of Science (NAS) scientists provide a “Rapid Response Assessment . . . that would help determine the origins of 2019 2019-nCoV, specifically from an evolutionary/structural biology standpoint.
Fauci was invited to give the “perspective from NIH/NIAID” ahead of an open discussion. The proposed output prior to the meeting appears to have been a “based on science” web posting, not unlike what Andersen and others were already working on.
However, the following day an email went out from Andrew Pope, an official in the NAS, saying the “plans have changed” and in place of a ‘based on science’ web posting there was now to be a statement signed by the Presidents of the three National Academies and sent to the Government. It appears that this change was what was agreed at the teleconference, though that is not completely clear as the email doesn’t specify who the “we” are who now think the original plan is not “appropriate”.
What makes it likely it was agreed at the teleconference is that the email does not seem to expect anyone to object to the change and assumes all are on board with the new proposal.

By citing a scientific article from the Wuhan Institute of Virology stating the disease outbreak “started from a local seafood market,” the National Academy of Science’s letter to OSTP unequivocally supported the contention made by China’s Communist Party government that the COVID-19 pandemic was a naturally-occurring transmission from animals to humans.
Most of the scientists consulted for the National Academy of Science response had long histories of collaboration with China and/or were later associated with a robust support of China and the theory that COVID-19 originated as a naturally-occurring event.
In some important respects, the final National Academy of Sciences response dated February 6, 2020, bears little resemblance to the original draft, dated February 4, 2020.
According to the email exchanges between the National Academy of Science and the consultant scientists, there appeared to be a clear effort by the scientists to support the naturally-occurring theory and to eliminate or downplay any mention that the COVID-19 virus was engineered, had unique human binding characteristics, might mutate towards higher infectivity and possessed a furin polybasic cleavage site not found in any related coronavirus.

Feb 14, Pandemic Prevention Platform - or P3 set up 2 years ago and funded by the Defense Advanced Research Agency - Defense Advanced Research Projects Agency, announced plans to respond rapidly to COVID-19 until a vaccine is developed. The first part of the plan is to identify antibodies and get antibodies from people who've been infected with COVID-19 and recovered. The second part is to develop a drug that can be used based on these antibodies. They plan to try and just take the genetic material that codes for these antibodies and put that into people and alter their DNA so as to let the people's own cells make the antibody. It's only been tested in tens of patients, so its experimental.
They may have something ready in as soon as 90 days.

March 10, 2020 -Kaiser Permanente Washington Health Research Institute is asking for volunteers to participate in a NIAID funded study that will test an "investigational vaccine" for SARS-CoV-2, which is the virus that causes COVID-19. The experimental vaccine is an mRNA nucleic acid vaccine, meaning it is made up of a segment of mRNA rather than the whole virus.
Their plan is to enroll 45 people between 18 and 55, who will get two shots of Moderna’s investigational vaccine, about a month apart. Why not enroll older people who are most seriously affected and most likely to be vaccinated (unless vaccines are mandated).

The “best practices” list will be created by a government commission, headed by Attorney General Barr, who has made it very clear he would like to ban encryption, and guarantee law enforcement “legal access” to any digital message.
The EARN IT bill had its first hearing today, and its supporters’ strategy is clear. Because they didn’t put the word “encryption” in the bill, they’re going to insist it doesn’t affect encryption.

The Orphan Drug Act of 1983 was passed to ensure medications for rare diseases can be developed, and was meant to benefit companies which may not recoup their research costs after their drugs are put on the market.
The special orphan designation was given to remdesivir despite hefty support by the government for the development of the drug. Gilead Sciences’ remdesivir was developed with at least $79 million in U.S. government funding.”

Specifically, the Trump Administration is requesting that hospitals report COVID-19 testing data to the U.S. Department of Health and Human Services (HHS), in addition to daily reporting regarding bed capacity and supplies to the Centers for Disease Control and Prevention (CDC) National Healthcare Safety Network (NHSN) COVID-19 Patient Impact and Hospital Capacity Module. With 1542 patients randomized to HCQ and 3132 to the usual care comparator, mortality was reported as 25.7% and 23.5% respectively (hazard ratio 1.11, 95% CI 0.98-1.26, p=0.10).23 The difference in mortality rates trends in favor of the usual care comparator.
No evidence of benefit was reported for other outcomes such as hospital length of stay or need for mechanical ventilation.
