A Dark Winter figure involved in the Amerithrax case. He had been an adviser on biological warfare to the Rumsfeld-led Pentagon in the days after 9/11. Kadlec’s official biography states that he “contributed to the FBI investigation of the anthrax letter attacks,” though it’s unclear exactly what those contributions were, beyond having met at least once with scientists at Fort Detrick in November 2001.
Whatever his contributions were, Kadlec has long been an emphatic supporter of the official narrative regarding Bruce Ivins, who he has referred to as a “deranged scientist” and the sole culprit behind the attacks. Kadlec has also used the official narrative about Ivins to assert that bioweapons have been “democratized,” which he argues means that weaponized pathogens can be wielded by essentially anyone with “a few thousand dollars” and enough time on their hands

Chao’s father, Dr. James Chao, founded a privately-held global shipping company called Foremost Maritime Corporation in 1964 that now owns at least 27 giant cargo ships. The majority of these are large bulk carriers known as “capesize” vessels dedicated to dry-weight cargo such as coal, iron ore or other commodity raw materials. In 1958, the elder Chao immigrated from Taiwan to the United States and in 1961 brought his wife and young children, including their firstborn, eight year-old Elaine.
While building Foremost over the years, the Chao family has developed and maintained strong ties to the Chinese government. Its most recent ship purchases in 2017, for instance, were made from the state-owned China State Shipping Corporation (CSSC).
Elaine’s sister Angela Chao, currently Deputy-Chairman of Foremost and in charge of day-to-day operations, was appointed in January 2017 to the board of directors of the state-owned Bank of China. The Bank of China is the fourth largest bank in the world, easily eclipsing JPMorgan Chase, Bank of America and Wells Fargo & Co. It has branches throughout the world and is a major presence in the United States with Bank of China USA.
Bank of China is fully involved with China’s massive infrastructure project called “One Belt One Road” (BRI) which seeks to connect Asia with Europe along the lines of the ancient Silk Road and will include roads, pipelines, seaports and ocean shipping routes. The estimated cost of BRI is well into the trillions,133 and not surprisingly, Beijing is expecting to couple private investments through the liberal use of Public-Private Partnerships.

USDA Secretary Sonny Perdue announced in 2018 reaffirmation of an Obama-era ruling exempting gene-edited crops from special testing. In a press release, Purdue stated that the USDA won’t regulate plant breeders who use gene-editing techniques without introducing genes from another species, or “plants that could otherwise have been developed through traditional breeding techniques.” The statement added that, “USDA seeks to allow innovation when there is no risk present.” The problem is that there has been no exhaustive scientific testing by any us government agency or others to prove no risk in gene-edited plants.

The Cybersecurity and Infrastructure Security Agency (CISA) is a new federal agency, created to protect the nation's critical infrastructure.
It was created through the Cybersecurity and Infrastructure Security Agency Act of 2018, which was signed into law on November 16, 2018.
That legislation “rebranded” the Department of Homeland Security's (DHS's) National Protection and Programs Directorate (NPPD) as the Cybersecurity and Infrastructure Security Agency and transferred resources and responsibilities of NPPD to the newly created agency. Prior to the passage of the bill, NPPD managed almost all of DHS’s cybersecurity-related matters.
CISA is responsible for protecting the nation’s critical infrastructure from physical and cyber threats. Its mission is to “build the national capacity to defend against cyber attacks” and to work “with the federal government to provide cybersecurity tools, incident response services and assessment capabilities to safeguard the .gov networks that support the essential operations of partner departments and agencies.”

NTP researchers placed lab rats in “reverberation chambers”—metal boxes resembling microwave ovens—and, over a period of two years, exposed certain rats for nine hours a day, every day, to EMFs of the type that flow ubiquitously from Wi-Fi hubs and cell sites into our laptops, iPads, smartphones, and, of course, our bodies.
The researchers concluded there was “clear evidence” that cell phone radiation in exposed male rats can cause cancers and precancerous lesions in the heart and brain.
The lead designer of the study, veteran toxicologist Ron Melnick, reported that the researchers also found tumors in rats’ prostate glands, DNA damage in brain cells, heart muscle disease, and reduction in birth weights.
The protocols that Melnick crafted for the rodent study—not least the reverberation chambers as an approximation of human exposure—came under rigorous review from officials at the EPA, FDA, NIOSH, and the Bioelectromagnetics Society, among others. From these peer reviewers, the unanimous conclusion was that this would be the most authoritative animal study yet conducted in the U.S. for assessing human risk. It would also, as it happens, be the most expensive toxicity investigation that taxpayers ever funded, at a cost of $30 million.
Not long after the publication of the final results of the NTP study, a group of researchers at the Ramazzini Institute, a nonprofit cancer research lab in Bologna, Italy, released the findings of their own study of the health effects of EMF radiation.
Rather than using Melnick’s custom-designed reverberation chambers to examine the effects of radiation from nearby sources, the Ramazzini team examined exposures from more distant “farfield” sources, such as cell towers. But the results aligned. “They observed, as we did, an increase of glial cell tumors of the brain and Schwann cell tumors of the heart,” Belpoggi told me in an email. “Such rare tumors in the same strain of rats, in both studies statistically significant, at different levels of exposure—near-field and farfield—in two different laboratories, cannot be just by chance.”
The FDA ignored the Ramazzini findings. As for the NTP report, the agency issued a statement in 2018 denying the study’s validity for determining human safety, despite the fact that it had commissioned the study, and the federal government had lavishly funded it, for that very purpose.
Reaffirming the FCC’s 1996 exposure limits, the director of the Center for Devices and Radiological Health at the FDA, Jeffrey Shuren, wrote in a letter that the FDA had “concluded that no changes to the current standards are warranted at this time,” and stated flatly that “NTP’s experimental findings should not be applied to human cell phone usage.” The FDA assured the public, in direct contradiction of the NTP results, that “the available scientific evidence to date does not support adverse health effects.”
Ron Melnick was shocked. “I’ve never experienced a government agency dismissing cancer results, as was done by the FDA with cancer and cell phone radiation,” he told me. “FDA asked the NTP to assess human risk, the results were provided—and now they’re saying they don’t accept the results?”
2018-December concerned about the health implications of the 5G rollout, Senator Richard Blumenthal, the Democrat from Connecticut, sent a letter to the Federal Communications Commission’s Brendan Carr, noting that “most of our current regulations regarding radiofrequency safety were adopted in 1996 and have not yet been updated for next generation equipment and devices.” He asked him to cite any recent studies demonstrating the technology’s safety. Carr replied in part by citing an FDA statement that claimed “the available scientific evidence continues to not support adverse health effects in humans caused by exposures at or under the current radiofrequency energy exposure limits.”
Blumenthal found Carr’s response so lacking that he pressed the issue two months later, in a
February 6 hearing of the Senate Committee on Commerce, Science, and Transportation. The hearing was titled, “Winning the Race to 5G and the Next Era of Technology Innovation in the United States.” The witnesses included, among others, executives from CTIA, the wireless industry trade association.
Declaring that “Americans deserve to know what the health effects are,” Blumenthal asked the hearing’s witnesses directly: “How much money has the industry committed to supporting additional independent research? ... Is that independent research ongoing? Has any been completed?”
What was extraordinary was that these top-tier industry executives freely admitted there were no studies showing 5G systems would be safe for the public. The telecom industry had dedicated no money to such research; none was ongoing, none had been completed.
2018-On May 17th, Facebook announced it would be working with the Atlantic Council.
Often described by critics as the unofficial lobby group of NATO, the council is a bipartisan rogues’ gallery of senior military leaders, neocons and ex-spies. Former heads of the CIA on its board include Michael Hayden, R. James Woolsey, Leon Panetta and Michael Morell, who was in line to be Hillary Clinton’s CIA chief.
The council is backed financially by weapons-makers like Raytheon, energy titans like Exxon-Mobil and banks like JPMorgan Chase. It also accepts funds from multiple foreign countries, some of them with less-than-sterling reputations for human rights and — notably — press freedoms.
2018-The Atlantic Council in September put out a paper insisting media producers had a “duty of care” to not “carry the virus” of misinformation. Noting bitterly “the democratization of technology has given individuals capabilities on par with corporations,” the council warned that even domestic content that lacked “context” or “undermines beliefs” could threaten “sovereignty.”
2018 Aug 23-FireEye, a cybersecurity company that has been involved in a number of prominent investigations, including the 2016 attack on the Democratic National Committee, alerted Facebook in July that it had a problem.
Security analysts at the company noticed a cluster of inauthentic accounts and pages on Facebook that were sharing content from a site called Liberty Front Press. It looked like a news site, but most of its content was stolen from outlets like Politico and CNN. The small amount of original material was written in choppy English.
FireEye’s tip eventually led Facebook to remove 652 fake accounts and pages. And Liberty Front Press, the common thread among much of that sham activity, was linked to state media in Iran, Facebook said on Tuesday.
Facebook’s latest purge of disinformation from its platforms highlighted the key role that cybersecurity outfits are playing in policing the pages of giant social media platforms. For all of their wealth and well-staffed security teams, companies like Facebook often rely on outside firms and researchers for their expertise.
The discovery of the disinformation campaign also represented a shift in the bad behavior that independent security companies are on the lookout for. Long in the business of discovering and fending off hacking attempts and all sorts of malware, security companies have expanded their focus to the disinformation campaigns that have plagued Facebook and other social media for the past few years.
Founded in 2004 in Milpitas, Calif., FireEye has a work force of about 3,000 people, a fraction of Facebook’s. But it employs security analysts with particular skills, including employees who are fluent in English, Arabic, Russian, French and Italian, helping them to identify and track misinformation around the world.
Lee Foster, the manager of FireEye’s information operations analysis team, described in an interview with The New York Times how his company spotted the Iranian disinformation campaign. He declined to say whether his research into the Iranian campaign was on behalf of a particular client because FireEye has a policy against naming who it is working with.
“It started with a single social media account or a small set of accounts that were pushing this political-themed content that didn’t necessarily seem in line with the personas that the accounts had adopted,” said Mr. Foster. Many of the fake accounts, which sprawled across Facebook, Instagram, Twitter and Reddit, shared content from Liberty Front Press.

After more minor sweeps of ostensibly fake foreign accounts over the summer, the October 11th deletions represented something new: the removal of demonstrably real American media figures with significant followings.

The sites were all over the map politically. Some, like the Trump-supporting Nation in Distress, had claimed Obama would declare martial law if Trump won in 2016. Others, like Reverb and Blue State Daily, were straight-up, Democrat-talking-point sites that ripped Trump and cheered the blues.
Many others, like the L.A.-based Free Thought Project and Anti-Media, were anti-war, focused on police brutality or drug laws, and dismissive of establishment politics in general. Targeting the latter sites to prevent election meddling seemed odd, since they were openly disinterested in elections. “If anything, we try to get people to think beyond the two parties,” says Jason Bassler, a 37-year-old activist who runs the Free Thought Project.

2019- September Trump had proposed ito establish a new agency called the Health Advanced Research Projects Agency or HARPA, which would sit inside the Health and Human Services Department. Its director would be appointed by the president, and the agency would have a separate budget, according to three people with knowledge of conversations around the plan.
One of the leading proponents of this agency’s main program, called “Safe Home” (Stopping Aberrant Fatal Events by Helping Overcome Mental Extremes), aims to develop an artificial intelligence-based system that would analyze data harvested from consumer electronic devices as well as information provided by health-care providers to identify those who mightthreaten others.
The program would cost an estimated $60 million over four years and would use data from “Apple Watches, Fitbits, Amazon Echo and Google Home” and other consumer electronic devices, as well as information provided by health-care providers to identify who may be a threat.
The Washington Post reported that President Trump has reacted “very positively” to the proposal and that he was “sold on the concept.”
The Post also noted that Wright sees the president’s daughter, Ivanka, as “the most effective champion of the proposal and has previously briefed her on HARPA himself.” Ivanka has previously been cited as a driving force behind some of her father’s policy decisions, including his decision to bomb Syria after an alleged chemical weapons attack in 2017.
Liz Fed — president of the Susan Wright Foundation, which is led by Robert Wright and created the proposal for HARPA and “Safe Home” — told The Post that the proposal emulated DARPA because “DARPA is a brilliant model that works. They have developed the most transformational capabilities in the world for national security…We’re not leveraging the tools and technologies available to us to improve and save lives.” Fed further asserted that DARPA’s technological approach had yet to be applied to the field of healthcare.
Given that HARPA’s lead scientific adviser is Dr. Geoffrey Ling, former director and founder of DARPA’s Biological Technologies Office (BTO), which “merges biology, engineering, and computer science to harness the power of natural systems for national security,” it seems likely that DARPA’s neurological-focused research programs, like SUBNETS and N3, would be folded into HARPA’s portfolio, making the proposed agency’s approach to mental health very questionable indeed.
Aside from the dystopian nature of both DARPA and potentially HARPA’s approach to mental health, there is grave cause for concern regarding the Trump administration’s moves to address U.S. mass shooting events by implementing pre-crime technology based on artificial intelligence, data-mining and mass surveillance, technologies already laying in wait thanks to companies like Palantir and numerous Israeli tech start-ups led by former Unit 8200 officers.
Though HARPA ultimately failed to gain traction, a similarly mass surveillance system is now being promoted in its place , with coronavirus now replacing mass shootings as the official justification.

October 16 , 2019 -Attorney General William Barr develops a “pre-crime” program. Officially known as the “National Disruption and Early Engagement Program” (DEEP), it aims to “identify, assess and engage” potentially violent individuals “before they strike.” Barr first announced this in an official memorandum and therein stated that the program was to be implemented sometime over the course of 2020 and would involve “an efficient, effective and programmatic strategy to disrupt individuals who are deemed to be mobilizing towards violence, by all lawful means.”
In his memorandum, Barr further notes that the program’s “early engagement tactics” were “born of the posture we adopted with respect to terrorist threats” following the September 11 attacks, essentially stating that this pre-crime program will utilize methods from the “War on Terror” domestically and on a massive scale.
In the part of the document where Barr outlines what actions will be taken once an individual is deemed potentially violent or threatening, he writes that those individuals will be subject to detention, court-ordered mental health treatment and electronic monitoring, among other measures.

2019 -December 4, the FCC closed Docket 13-84 and released FCC 19-126. There were 2 relevant actions: a “Resolution of Notice of Inquiry” in ET Docket No. 13-84 regarding “Reassessment of Federal Communications Commission Radiofrequency Exposure Limits.”
The FCC decided there is no evidence of harm from wireless technology and therefore, no need to review the RF safety guidelines. Most appalling was the FCC’s refusal to reconsider the impact on children or take into account that many users still place their cell phones right on their ear, and thereby receive more radiation exposure than the rules contemplate.
CHD’s case (Petition for Review) against the FCC, claim the decision is arbitrary, capricious, not evidence based and an abuse of discretion. The FCC also released a “Second Report and Order” and Memorandum Opinion and Order” in ET Docket No. 03-137. This part amended the existing exposure guidelines to allow industry to even more prodigiously inflict harm on an unsuspecting and vulnerable public.

May 1, 2020-Recognizing the particular impact the COVID-19 pandemic has had on hospitals in certain parts of the nation, and that inpatient admissions are a primary driver of costs to hospitals related to COVID-19, HHS is distributing $12 billion to 395 hospitals who provided inpatient care for 100 or more COVID-19 patients through April 10, 2020, $2 billion of which will be distributed to these hospitals based on their Medicare and Medicaid disproportionate share and uncompensated care payments.
These 395 hospitals accounted for 71 percent of COVID-19 inpatient admissions reported to HHS from nearly 6,000 hospitals around the country.
Rural hospitals, many of whom were operating on thin margins prior to COVID-19, have also been particularly devastated by this pandemic. As healthy patients delay care and cancel elective services, rural hospitals are struggling to keep their doors open.
Recipients of the $10 billion rural distribution will include, rural acute care general hospitals and Critical Access Hospitals (CAHs), Rural Health Clinics (RHCs), and Community Health Centers located in rural areas.
Hospitals and RHCs will each receive a minimum base payment plus a percent of their annual expenses. This expense-based method accounts for operating cost and lost revenue incurred by rural hospitals for both inpatient and outpatient services. The base payment will account for RHCs with no reported Medicare claims, such as pediatric RHCs, and CHCs lacking expense data, by ensuring that all clinical, non-hospital sites receive a minimum level of support no less than $100,000, with additional payment based on operating expenses.
Rural acute care general hospitals and CAHs will receive a minimum level of support of no less than $1,000,000, with additional payment based on operating expenses.

2020 May 22, -Today, the U.S. Department of Health and Human Services (HHS) is announcing it has begun distributing billions in additional relief funds to skilled nursing facilities (SNFs) to help them combat the devastating effects of this pandemic.
Nursing homes play a pivotal role in providing skilled care to our nation’s vulnerable seniors. During this pandemic, nursing homes have faced unique challenges as their population of high risk seniors are more vulnerable to respiratory pathogens like COVID-19. This funding, which supplements previously announced provider relief funds, will be used to support nursing homes suffering from significant expenses or lost revenue attributable to COVID-19.
“This funding secured by President Trump will help nursing homes keep the seniors they care for safe during the COVID-19 pandemic,” said HHS Secretary Alex Azar. “The Trump Administration is providing every resource we can, from funding and direct PPE shipments to regulatory flexibility and infection control consultations, to protect seniors in nursing homes and those who care for them.”
President Trump is providing support to healthcare providers fighting the COVID-19 pandemic through the bipartisan CARES Act and the Paycheck Protection Program and Health Care Enhancement Act that provide $175 billion in relief funds to hospitals and other healthcare providers on the front lines of the coronavirus response. In allocating these funds, the Administration is working, among other things, to address the economic impact of COVID-19 on providers and doing so as quickly and transparently as possible.
The COVID-19 pandemic has impacted the viability of SNFs in a variety of ways.
Since the beginning of 2020, SNFs have experienced up to a 6 percent decline in their patient population (120,000) as current and potential residents choose other care settings, or as current residents pass away.
In addition to nursing home residents, many SNF employees have also been diagnosed with COVID-19. These additional funds may help nursing homes address critical needs such as labor, scaling up their testing capacity, acquiring personal protective equipment and a range of other expenses directly linked to this pandemic.
HHS will make relief fund distributions to SNFs based on both a fixed basis and variable basis. Each SNF will receive a fixed distribution of $50,000, plus a distribution of $2,500 per bed. All certified SNFs with six or more certified beds are eligible for this targeted distribution.

June 1 , 2020-As part of the Trump Administration’s Operation Warp Speed, on Monday, the U.S. Department of Health and Human Services announced a task order with Emergent BioSolutions to advance manufacturing capabilities and capacity for a potential COVID-19 vaccine as well as therapeutics.
The task order is worth approximately $628 million and falls under an existing contract with the Biomedical Advanced Research and Development Authority (BARDA), part of HHS’s Office of the Assistant Secretary for Preparedness and Response.
Under the task order, Emergent will commit contract development and manufacturing organization (CDMO) drug substance and drug product manufacturing capacity valued at approximately $542.75 million for production of COVID-19 vaccine candidates through 2021, in addition to an investment of approximately $85.5 million for the rapid expansion of Emergent’s viral and non-viral CDMO fill / finish capacity for vaccine and therapeutic manufacturing.
Before this task order announcement, Emergent had begun collaborating on development and manufacturing with Johnson & Johnson, Novavax, and Vaxart on their COVID-19 vaccine candidates. Johnson & Johnson’s candidate has received BARDA support.

Today’s request to revoke is based on new information, including clinical trial data results (including 2 retracted studies), that have led BARDA to conclude that this drug may not be effective to treat COVID-19 [Coronavirus Disease 2019] and that the drug’s potential benefits for such use do not outweigh its known and potential risks.
The authorization of a product for emergency use under section 564 of the Federal Food, Drug, and Cosmetic Act (the Act) (21 U.S.C. 360bbb-3) may, pursuant to section 564(g)(2) of the Act, be revised or revoked when the criteria under section 564(b)(1) of the Act no longer exist, the criteria under section 564(c) of the Act for issuance of such authorization are no longer met, or other circumstances make such revision or revocation appropriate to protect the public health or safety.
FDA has determined that the criteria under section 564(c) of the Act for issuance of the EUA referenced above are no longer met.
