As most people seem to look at COVID and biological weapons research through lenses tinted by Fauci or Gates we need to look at this with a broader brush.
We begin with the fusion of the HHS, Dod, DHS and Pharma, which began with Project BioShield . This originated in the President's State of the Union Address in January of 2003. It derives from the events of September 11/Anthrax Attacks and from the concern that the pharmaceutical industry and the American government historically have not worked together to address the threat of bioterrorism. In his State of the Union message, the President announced legislation that he was sending to Congress under the name Project BioShield
Loe and behold at the same time an outbreak of SARS was just beginning and would soon be headline news and gain public support for the legislation
In February the deadly agent ricin was found in the office of Senate Majority Leader Bill Frist.
As a result starting in 2004, the U.S. devoted $5.6 billion to fund Project Bioshield, running through 2013, and another $2.8 billion of funding through 2018. Project Bioshield was designed to prepare the United States against a bio attack, including provisions for the stockpiling and distribution of vaccines.
In 2003 Congressman Henry Waxman asks Fauci: “Is there a potential for dual-use where the research of biodefense may well lead us to research breakthroughs for other diseases?”
“I think it is not only a potential, Mr. Waxman, I think it is inevitable that there will be an important contribution to the research that we put into emerging and reemerging diseases to inform us about biodefense research, and it is without a doubt that the research that goes into biodefense will help us with naturally occurring,” Fauci responds. “Because as a matter of fact, as we have discussed before, as you know we feel that deliberately released microbes is just another form of emerging and reemerging disease. Instead of occurring naturally, it is done with malice and deliberately, but the end result can be the same.”
It Amended the Public Health Service Act to allow the Director of the NIH to act through the Director of the National Institute of Allergy and Infectious Diseases(NIAID) -Dr Fauci, to provide grants for the modernization and construction of research facilities. Increases the Federal share of such NIAID-funded projects.
Provides funding for the National Vaccine Program and adds the Secretary of Homeland Security(DHS) to the working group on the prevention, preparedness, and response to bioterrorism and other public health emergencies.
Amends the Federal Food, Drug, and Cosmetic Actto allow the Secretary to authorize the use of a drug, device, or biological product intended for emergency use, specifically allowing the use of unapproved products, or the unapproved use of approved products, upon a determination by DHS that there is or is a significant potential for a domestic emergency, or upon a determination by DHS of a public health emergency that affects or may affect national security and that involves a specified agent or a specified disease that may be attributable to such agent
Directs the HHS Secretary, the Secretary of Homeland Security, and the Secretary of Defense to ensure that the activities of their respective Departments coordinate, complement, and do not unnecessarily duplicate programs designed to protect the homeland from biological, chemical, radiological, and nuclear agents. Directs such Secretaries to each appoint an official to coordinate such programs for their respective Departments.

2015-Ralph Baric , Shih Zheng Li of WIV and the University of Texas Medical Branch lab’s Vineet Menachery brazenly published their alarming 2015 study—describing their reckless experiments to breed pandemic bat coronaviruses that could spread via respiratory droplets in humanized mice—they omitted mentioning, in their initial online version of the article, that one of the funding sources was USAID-EPT-PREDICT. Apparently hoping to cover its tracks, PREDICT had laundered its grant through Peter Daszak’s EcoHealth Alliance.
DARPA director, Michael Callahan launched the PREDICT project in 2009 following Jeremy Farrar’s fake bird flu pandemic. PREDICT appeared to be a reincarnation of the CIA’s Argus project under the cover of USAID. PREDICT is the largest single source of funding to Daszak,
Michael V. Callahan and Peter Daszak appeared as coauthors on a paper published in the Virology Journal and titled “Diversity of Coronavirus in Bats from Eastern Thailand.”
2017 alone, DARPA laundered at least $6.5 million through Peter Daszak’s EcoHealth Alliance to fund experiments at the Wuhan lab. DARPA funded additional gain-of-function experiments at Fort Detrick and other biosecurity research at Battelle’s laboratory at St. Joseph, Missouri. Beginning in 2013, DARPA also financed the key technologies for the Moderna vaccine.
2017-In May, the health ministries for the world’s wealthiest twenty (G20) nations assembled for the first time, gathering in Berlin to participate in a Joint Exercise Scenario with an imagined China responding to a contagion dubbed MARS, for “Mountain Associated Respiratory Virus.”185 (Mars is also the Roman god of war.) German governmental institutions collaborated to produce the simulation with the Gates Foundation, the Rockefeller Foundation, the World Bank, the WHO, and the Robert Koch Institution (RKI).

Heymann also sits with Moderna CEO Stéphane Bancel on the Mérieux Foundation USA Board. BioMérieux is the French company that built the Wuhan lab.
Throughout the COVID-19 pandemic, Heymann has chaired the WHO’s Scientific Technical Advisory Group for Infectious Hazards.
The other moderator of the 2017 simulation was Professor Ilona Kickbusch, a member of Gates’s Global Preparedness Monitoring Board (Fauci and CDC Director George Gao are members)
Over two days, the global health ministry officials and other “guest countries and international representatives” bore witness to a “timeline of the unfolding pandemic,” known as MARS, a novel respiratory virus, spread from busy markets in a mountainous border region of an unnamed but China-like country—to nations around the globe.
In essence only draconian clampdowns by neighboring governments and heroic WHO technocrats orchestrating a tightly choreographed centralized global response can save humanity from a chaotic dystopian apocalypse.

The Pandemic Prevention Platform (P3) program aims to support military readiness and global stability through pursuit of novel methods to dramatically accelerate discovery, integration, pre-clinical testing, and manufacturing of medical countermeasures against infectious diseases. P3 confronts the reality that Department of Defense (DoD) personnel are not only deployed around the world for routine operations, but are often among the first responders to outbreaks of emerging or re-emerging disease with pandemic potential (e.g., Ebola). P3 aims specifically to develop a scalable, adaptable, rapid response platform capable of producing relevant numbers of doses against any known or previously unknown infectious threat within 60 days of identification of such a threat in order to keep the outbreak from escalating and decrease disruptions to the military and homeland. State-of-the-art medical countermeasures often take many months or even years to develop, produce, distribute, and administer.
The P3 platform would cut response time to weeks and stay within the window of relevance for containing an outbreak.
P3 focuses on rapid discovery, characterization, production, testing, and delivery of efficacious DNA- and RNA-encoded medical countermeasures, a foundational technology pioneered by DARPA under the Autonomous Diagnostics to Enable Prevention and Therapeutics (ADEPT)program that provides the body with instructions on how to immediately begin producing protective antibodies against a given threat.
2017-Robert Kadlec appointed by Trump as Assistant Secretary for Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS),
He had been an adviser on biological warfare to the Rumsfeld-led Pentagon in the days after 9/11. Kadlec’s official biography states that he “contributed to the FBI investigation of the anthrax letter attacks,” though it’s unclear exactly what those contributions were, beyond having met at least once with scientists at Fort Detrick in November 2001.
Whatever his contributions were, Kadlec has long been an emphatic supporter of the official narrative regarding Bruce Ivins, who he has referred to as a “deranged scientist” and the sole culprit behind the attacks. Kadlec has also used the official narrative about Ivins to assert that bioweapons have been “democratized,” which he argues means that weaponized pathogens can be wielded by essentially anyone with “a few thousand dollars” and enough time on their hands
Kadlec was also the Founding Director of the Bipartisan Commission on Biodefense and Deputy Staff Director for the United States Senate Select Committee on Intelligence from 2015 -2017 and is a Dark Winter Exercise Veteran who coined the term Dark Winter and had just sold his stock in anthrax Vaccine maker Emergent Biosolutions who would be one of the biggest recipients of BARDA contracts under Kadlecs tenure as Trumps ASPR
2017-HHS Secretary Alex Azar , appointed by Trump after Tom Price resigned in September was involved in the FBI botched Anthrax investigation. In addition, Azar stated at a White House press briefing in 2018 that he had been “personally involved in much of managing the response [to the anthrax attacks]” as then-General counsel to HHS.

2018 January 16, FDA and DoD announced the launch of a joint program to prioritize the efficient development of safe and effective medical products intended for deployed American military personnel.
2018- DARPA’s Preventing Emerging pathogenic diseases program(PREEMPT) was announced in April . PREEMPT focuses specifically on animal reservoirs for disease, specifically bats.
Duke is a key partner of DARPA’s Pandemic Prevention Platform (P3) program. The first step of the Duke/DARPA program involves the discovery of potentially threatening viruses and “develop[ing] methods to support viral propagation, so that virus can be used for downstream studies.”
Duke University is jointly partnered with China’s Wuhan University, which resulted in the opening of the China-based Duke Kunshan University (DKU) in 2018. Notably, China’s Wuhan University includes a multi-lab Institute of Medical Virology that has worked closely with the US Army Medical Research Institute for Infectious Diseases since the 1980s. Probably thats what gave Dean Koontz his idea for a novel centered around the Wuhan-400 virus.

This foundation of information on viral sequences, geographic ranges and host distributions can drive the development of prevention efforts against future threats. This international alliance will connect the next generation of scientists, build capacity at hotspots of viral emergence and promote equitable access to data and strategies to prevent epidemics.
The Global Virome Project will cost US $ 1.2 billion. Much like the Global Fund, Gavi, the Vaccine Alliance and other international public health initiatives, the Global Virome Project will likely rely on a broad mix of funding streams from governments, development agencies, research agencies, private foundations and industries.
2018-Peter Daszak and the EcoHealth Alliance (EHA) proposed injecting deadly chimeric bat coronaviruses collected by the Wuhan Institute of Virology into humanised and “batified” mice.
The EHA / WIV proposal (named ‘DEFUSE’) was ultimately rejected for full funding (but leaving open the door for partial funding), in part because it mis-interpreted the GOF guidelines.
In other words, a branch of the federal government had already judged aspects of EHA’s research, and the corresponding shared research plan with the WIV, as falling under the definition of GOF, only for HHS to approve similar work without P3CO review in 2018 and 2019.
This makes perfect sense because HHS and DoD are partners. Since GOF can have dual use applications, HHS is the preferred source of the funding to skirt accusations that it is pursuing biological weapons which would be the case if DARPA funded it.
Also, lets not forget FASAB — they just made it easier to hide secret national security spending. This could have been funded under a Dark Budget
2019- a number of states trying to pass laws eliminating all vaccine exemptions and mandate every vaccine the pharmaceutical industry produces and the CDC recommends.
This follows highly publicized cases of measles that were reported in California’s Disneyland in 2015 and in New York in 2019. During the past five years, California, Vermont, New York, Maine and Hawaii have lost vaccine exemptions, even though tens of thousands of Americans rose up in protest.
In 2019, the people managed to hold on to exemptions in states like Oregon, Arizona and New Jersey but going into 2020, bills to force vaccine use are already threatening parental, civil and human rights in Virginia, Massachusetts, Florida, Washington, Pennsylvania and more.

The 2019 law amends the Public Health Service Act to enhance the authorities of the Secretary, Assistant Secretary for Preparedness and Response (Kadlec), and the Director of the Centers for Disease Control and Prevention (Redfield) to prepare for and respond to public health emergencies.
PAHPAIA authorizes new public health and medical preparedness programs for regional health care preparedness and military and civilian partnerships; reauthorizes funding and enhances authorities for the Hospital Preparedness Program, the Public Health Emergency Preparedness Cooperative Agreement program and other public health and medical preparedness programs.
PAHPAIA also authorizes uses for the Public Health Emergency Fund when the Secretary declares a public health emergency or determines that there is a significant potential for a public health emergency and authorizes advance funding for buying medical countermeasures under the Project BioShield Act and to funding to support advanced research and development of potential medical countermeasures.
PAHPAIA also amends the Federal Food, Drug & Cosmetic Act to enhance the authority of the U.S. Food and Drug Administration to support rapid responses to public health emergencies.

The Co-Founder of Facebook -billionaires Dustin Moskovitz’s Open Philanthropy Foundation is the biggest Funder of the The Bipartisan Commission on Biodefense/Manhattan Project for Biodefense
His foundation also gave a large donation to the John Hopkins Center for Health Security which ran Event 201 and is a regular attendee of the Burning Man Festival.
He gave $17.5 million in the form of a non-dilutive grant from the Open Philanthropy Project to CRISPR company Sherlock Biosciences , who launched in Cambridge, Massachusetts, with $35 million in funding.
The Open Philanthropy Project also made a separate investment in Sherlock, along with other undisclosed investors..
One of Sherlock Biosciences’ key technologies comes from the Broad Institute lab of Feng Zhang, who did some of the early work elucidating the DNA-modifying potential of CRISPR and its associated enzymes after their discovery in bacteria.
The founders, a long list of scientists including Zhang, James Collins, a Massachusetts Institute of Technology synthetic biologist, and David Walt, scientific founder of genome-sequencing giant Illumina, came together because we recognized a problem that has to be solved in the diagnostics space,” says Dhanda, namely that getting test results can take too long and testing may not be accessible in low-resource settings like the developing world.

2019- September, WHO’s Global Preparedness Monitoring Board (GPMB) issues its first report on global preparedness for health emergencies.
The GPMB was convened in 2018 by the WHO as a way to help course correct and encourage preventative action, instead of reactionary efforts. The body is independent from the WHO and will produce annual reports that both amplify many of the past recommendations of the WHO and analyze how the WHO can better address the next pandemic.
Ultimately, it aims to reduce the health and economic impact of health crises by building stronger and more resilient health care systems.
In its 2019 report, the GPMB warned that "there is a very real threat of a rapidly moving, highly lethal pandemic of a respiratory pathogen killing 50 to 80 million people and wiping out nearly 5% of the world’s economy."
One of the required actions scheduled before September 2020 , under authority of the legally binding International health regulations (IHR 2005) , called for 2 systemwide training and simulation exercises, one of which covered release of a lethal respiratory pathogen.

2019-September, The Council of Economic Advisors (CEA) finds that in a pandemic year, depending on the transmission efficiency and virulence of the particular pandemic virus, the economic damage would range from $413 billion to $3.79 trillion. Fatalities in the most serious scenario would exceed half a million people in the United States
2019-2020 National Vaccine Plan approved. They combined the 2010 NVP goals and the NAIP goals into a set of 5 new goals.
For example, the subcommittee recognized a need to foster innovation in both vaccine development and related technologies that support vaccination across the lifespan.
The subcommittee incorporated this need for innovation into Goal 1 . Similarly, for Goal 4, the group combined NVP and NAIP goals to “optimize access to and utilization of all routinely recommended vaccines across the lifespan.” For Goal 3, the subcommittee recognized the need to address misinformation and “enhance knowledge of and confidence in routine vaccines and the immunization system.”
After refining the goals, the subcommittee then identified the top 3 priorities for each updated goal along with rationales for inclusion of the 5 recommended goals
This work and this report were presented and approved at the September 17, 2019, NVAC meeting.

The agreement was also signed by two representatives of the NIAID, one of whom was Amy F. Petrik PhD, a technology transfer specialist who signed the agreement on December 12th 2019 at 8:05 am.

2020 January 4, , Callahan called Dr. Robert Malone from China just as the coronavirus began taking its first wave of casualties. Malone, a former contractor to the US Army Medical Research Institute of Infectious Diseases and the chief medical officer at Alchem Laboratories, is the inventor of the mRNA vaccine technology platform.
Malone first met Callahan in 2009 through Malone’s sometime business partner, Daryl Galloway, a CIA officer who formerly served in the US Navy and at one point held the post of director of JSTO in the Defense Threat Reduction Agency. To Malone, Galloway introduced Callahan as a fellow CIA officer.
During his January 4 phone call, Callahan told Malone that he was just outside Wuhan. Malone assumed that Callahan was visiting China under cover of his Harvard and Massachusetts General Hospital appointments. Callahan told Malone that he had been treating “hundreds” of COVID-19 patients.
Callahan subsequently described to National Geographic how he had pored through thousands of case studies at the outbreak’s epicenter. He giddily reported his amazement at the virus’s “magnificent infectivity,” and its capacity to explode “like a silent smart bomb in your community.”
On leaving China, Callahan returned to Washington to brief federal officials and then went directly to work as a “special adviser” to Robert Kadlec, managing the government’s response to the coronavirus.

Farzan, an immunologist who in 2005 discoveredthe receptor of the original severe acute respiratory syndrome (SARS) virus, sent his post-teleconference notes to Farrar, who then shared them with Collins, Fauci, and Lawrence Tabak—top officials at the NIH. In those notes, Farzan wrote that he was “bothered by the furin site” and had difficulty explaining it “as an event outside the lab.”
Farzan noted that it was theoretically possible the virus’s furin cleavage site could have arisen in nature but that it was “highly unlikely.”
The furin cleavage site is the defining feature that gives COVID-19 the ability to easily infect humans and has long been puzzled over by scientists, since no such site has ever been observed in naturally occurring SARS-related coronaviruses.
Farzan, like scientist Kristian Andersen, who has received funding from Fauci’s NIAID, works at the Scripps laboratory. As was already known from previously released emails, Andersen had privately told Fauci on Jan. 31, 2020 that the virus looked engineered. Andersen would later spearheadFauci’s efforts to promote a natural origin narrative
Further revelations in the newly unredacted emails came from Garry, another scientist funded by Fauci’s NIAID, who told the senior members of the teleconference group in no uncertain terms that “I really can’t think of a plausible natural scenario where you get from the bat virus” to COVID-19.
Garry cited the remarkable sequences that would have to occur naturally, telling the group that “I just can’t figure out how this gets accomplished in nature. Do the alignment of the spikes at the amino acid level – it’s stunning.” He noted that a lab-created virus would readily explain the data he was seeing, telling Fauci’s group that “Of course, in the lab, it would be easy to generate the perfect 12 base insert that you wanted.
Garry’s privately stated view is even more remarkable because only a day earlier, on Feb. 1, 2020, Garry had helped to complete the first draft of the Proximal Origin paper that promoted the idea that the virus had originated in nature.
That paper became the media’s and the public health establishment’s go-to evidence for a natural origin for the COVID virus.
It was published online on Feb. 16, 2020, and firmly excluded the possibility of a lab leak.

By citing a scientific article from the Wuhan Institute of Virology stating the disease outbreak “started from a local seafood market,” the National Academy of Science’s letter to OSTP unequivocally supported the contention made by China’s Communist Party government that the COVID-19 pandemic was a naturally-occurring transmission from animals to humans.
Most of the scientists consulted for the National Academy of Science response had long histories of collaboration with China and/or were later associated with a robust support of China and the theory that COVID-19 originated as a naturally-occurring event.
In some important respects, the final National Academy of Sciences response dated February 6, 2020, bears little resemblance to the original draft, dated February 4, 2020.
According to the email exchanges between the National Academy of Science and the consultant scientists, there appeared to be a clear effort by the scientists to support the naturally-occurring theory and to eliminate or downplay any mention that the COVID-19 virus was engineered, had unique human binding characteristics, might mutate towards higher infectivity and possessed a furin polybasic cleavage site not found in any related coronavirus.

The second part is to develop a drug that can be used based on these antibodies. It's only been tested in tens of patients, so its experimental.
They may have something ready in as soon as 90 days.

May 1, 2020-Recognizing the particular impact the COVID-19 pandemic has had on hospitals in certain parts of the nation, and that inpatient admissions are a primary driver of costs to hospitals related to COVID-19, HHS is distributing $12 billion to 395 hospitals who provided inpatient care for 100 or more COVID-19 patients through April 10, 2020, $2 billion of which will be distributed to these hospitals based on their Medicare and Medicaid disproportionate share and uncompensated care payments.
These 395 hospitals accounted for 71 percent of COVID-19 inpatient admissions reported to HHS from nearly 6,000 hospitals around the country.
Rural hospitals, many of whom were operating on thin margins prior to COVID-19, have also been particularly devastated by this pandemic. As healthy patients delay care and cancel elective services, rural hospitals are struggling to keep their doors open.
Recipients of the $10 billion rural distribution will include, rural acute care general hospitals and Critical Access Hospitals (CAHs), Rural Health Clinics (RHCs), and Community Health Centers located in rural areas.
Hospitals and RHCs will each receive a minimum base payment plus a percent of their annual expenses. This expense-based method accounts for operating cost and lost revenue incurred by rural hospitals for both inpatient and outpatient services. The base payment will account for RHCs with no reported Medicare claims, such as pediatric RHCs, and CHCs lacking expense data, by ensuring that all clinical, non-hospital sites receive a minimum level of support no less than $100,000, with additional payment based on operating expenses.
Rural acute care general hospitals and CAHs will receive a minimum level of support of no less than $1,000,000, with additional payment based on operating expenses.

May 15-Trump hired Dr. Slaoui to head Operation Warp Speed. Slaoui has worked in the pharmaceutical industry on vaccine development for decades. One of these companies, Moderna Therapeutics, is conducting research on RNA vaccines in partnership with the U.S. government’s organization, DARPA.

2020 May 22, -Today, the U.S. Department of Health and Human Services (HHS) is announcing it has begun distributing billions in additional relief funds to skilled nursing facilities (SNFs) to help them combat the devastating effects of this pandemic.
Nursing homes play a pivotal role in providing skilled care to our nation’s vulnerable seniors. During this pandemic, nursing homes have faced unique challenges as their population of high risk seniors are more vulnerable to respiratory pathogens like COVID-19. This funding, which supplements previously announced provider relief funds, will be used to support nursing homes suffering from significant expenses or lost revenue attributable to COVID-19.
“This funding secured by President Trump will help nursing homes keep the seniors they care for safe during the COVID-19 pandemic,” said HHS Secretary Alex Azar. “The Trump Administration is providing every resource we can, from funding and direct PPE shipments to regulatory flexibility and infection control consultations, to protect seniors in nursing homes and those who care for them.”
President Trump is providing support to healthcare providers fighting the COVID-19 pandemic through the bipartisan CARES Act and the Paycheck Protection Program and Health Care Enhancement Act that provide $175 billion in relief funds to hospitals and other healthcare providers on the front lines of the coronavirus response. In allocating these funds, the Administration is working, among other things, to address the economic impact of COVID-19 on providers and doing so as quickly and transparently as possible.
The COVID-19 pandemic has impacted the viability of SNFs in a variety of ways.
Since the beginning of 2020, SNFs have experienced up to a 6 percent decline in their patient population (120,000) as current and potential residents choose other care settings, or as current residents pass away.
In addition to nursing home residents, many SNF employees have also been diagnosed with COVID-19. These additional funds may help nursing homes address critical needs such as labor, scaling up their testing capacity, acquiring personal protective equipment and a range of other expenses directly linked to this pandemic.
HHS will make relief fund distributions to SNFs based on both a fixed basis and variable basis. Each SNF will receive a fixed distribution of $50,000, plus a distribution of $2,500 per bed. All certified SNFs with six or more certified beds are eligible for this targeted distribution.

June 1 , 2020-As part of the Trump Administration’s Operation Warp Speed, on Monday, the U.S. Department of Health and Human Services announced a task order with Emergent BioSolutions to advance manufacturing capabilities and capacity for a potential COVID-19 vaccine as well as therapeutics.
The task order is worth approximately $628 million and falls under an existing contract with the Biomedical Advanced Research and Development Authority (BARDA), part of HHS’s Office of the Assistant Secretary for Preparedness and Response.
Under the task order, Emergent will commit contract development and manufacturing organization (CDMO) drug substance and drug product manufacturing capacity valued at approximately $542.75 million for production of COVID-19 vaccine candidates through 2021, in addition to an investment of approximately $85.5 million for the rapid expansion of Emergent’s viral and non-viral CDMO fill / finish capacity for vaccine and therapeutic manufacturing.
Before this task order announcement, Emergent had begun collaborating on development and manufacturing with Johnson & Johnson, Novavax, and Vaxart on their COVID-19 vaccine candidates. Johnson & Johnson’s candidate has received BARDA support.
BARDA has invested since 2012 to expand domestic manufacturing capabilities in the United States, including creating three Centers for Innovation in Advanced Development and Manufacturing; one of the centers is managed by Emergent and becomes the first to be deployed for the Operation Warp Speed effort.
