Atlantic Council Ukraine Connections
As I look into the Ukraine situation I find the Atlantic Council popping up a lot and I have noticed links to Klaus Schwab, Ukrainian Oligarchs, Facebook and Censorship, Burisma and thus CIA , Metabiota and Blackwater. So I just want to throw out some of these connections
No earth shattering conclusions but I do see that the Atlantic Council is one of the factions behind the Great Reset. Unlike WEF which is or was backing a Multi-Polar World the Atlantic Council seeks to maintain the Unipolar World of American Hegemony.
Of course, the true Hegelian Elite above the Atlantic Council and WEF no doubt seek a synthesis. Before we can move to a Multi-Polar World Order from a Uni-Polar World Order we must transition through a Regional or Bi-Polar World Order , which seems to be happening (and frankly is basically just a return to the Cold War Bi-Polar stage albeit an All-Capitalist Bi-Polar Order). But I digress.
For those unfamiliar with the Atlantic Council it is described by critics as the unofficial lobby group of NATO. The council is a bipartisan rogues’ gallery of senior military leaders, neocons and ex-spies. Former heads of the CIA on its board include Michael Hayden, R. James Woolsey, Leon Panetta and Michael Morell, who was in line to be Hillary Clinton’s CIA chief.
The council is backed financially by weapons-makers like Raytheon, energy titans like Exxon-Mobil and banks like JPMorgan Chase. It also accepts funds from multiple foreign countries, some of them with less-than-sterling reputations for human rights and — notably — press freedoms.
The Atlantic Council was also given a six-figure donation by Ukrainian energy giant Burisma, which gave Joe Biden’s son, Hunter, a $50,000-per-month spot on its board.
Founded in 1961 as a NATO offshoot, the Atlantic Council has risen to become the pre-eminent foreign policy think tank.
Situated less than 700 yards from the White House, its board of directors is a who’s who of high state officials, including Condoleezza Rice and until recently the late Colin Powell as well as senior military commanders such as Wesley Clark, David Petraeus, H.R. McMaster and James “Mad Dog” Mattis. Also on the board of directors are no fewer than seven former CIA directors. As such, it could be said to represent the collective opinion of the national security state. This is why this incident is not simply a minor tiff, but a disagreement with potentially profound repercussions.
In a series of reports, the Council has gone so far as to claim that virtually every European party challenging the centrist establishment is secretly controlled by Vladimir Putin. From Labour and UKIP in the U.K. to Syriza and Golden Dawn in Greece and PODEMOS and Vox in Spain, all are actually the “Kremlin’s Trojan Horses” in the Council’s estimation.
Lets take a peek at what they have been up to over the past decade
2010-On September 23rd, international luminaries gathered at the inaugural Atlantic Council Global Citizen Award Dinner, honoring Professor Klaus Schwab, the founder and executive chairman of World Economic Forum, with its first Global Citizen Award
https://www.atlanticcouncil.org/commentary/event-recap/atlantic-council-global-citizen-award-dinner/
2015, the think tank helped prepare a proposal for arming the Ukrainian military with offensive weaponry like Javelin anti-tank missiles.
Given that the Atlantic Council has been funded by the two manufacturers of the Javelin system, Raytheon and Lockheed Martin, this created at least the appearance of a conflict of interest. In fact, the think tank presented its Distinguished Business Leadership Award to Lockheed CEO Marillyn Hewson that same year.
2016-One of the senior fellows of the Atlantic Council is CrowdStrike founder Dmitri Alperovitch. CrowdStrike is the company that supposedly concluded the Russians were behind the hack of the DNC in 2016 during the campaign. The FBI never had access to the server.
2017-On Jan. 19 — Burisma announced a major “cooperative agreement” with the Atlantic Council.
The deal was inked by the director of the Atlantic Council’s Eurasia program, a former U.S. ambassador to Ukraine named John Herbst.
Since then, Burisma helped bankroll Atlantic Council programming, including an energy security conference
At one such conference in Monaco, then-Burisma board member Hunter Biden declared, “One of the reasons that I am proud to be a member of the board at Burisma is that I believe we are trying to figure out the way to create a radical change in the way we look at energy.” (Hunter Biden left Burisma when his father launched his presidential campaign this year).
2018, the Atlantic Council announced that it was partnering with Facebook to help it decide what the mega-platform’s 2.7 billion users see in their news feeds. A senior council member also holds a directorship position at popular social media website Reddit.
The council claims that its digital forensics lab is uniquely placed to be able to distinguish between fake news and genuine information online. Yet much of the most questionable information on foreign affairs is emanating from the Atlantic Council itself.
The Atlantic Council in September put out a paper insisting media producers had a “duty of care” to not “carry the virus” of misinformation. Noting bitterly “the democratization of technology has given individuals capabilities on par with corporations,” the council warned that even domestic content that lacked “context” or “undermines beliefs” could threaten “sovereignty.”
2018-On the sidelines of a Atlantic Council event in New York City, Burisma adviser Vadym Pozharskyi held a meeting with Kurt Volker, then the State Department’s special liaison to Ukraine. A former senior adviser to the Atlantic Council and national security hardliner, Volker had earned praise from Biden as a “solid guy.”
At the time, Volker also served as the executive director of the McCain Institute, named for the senator, John McCain, who authored the congressional provision requiring the U.S. to budget 20 percent of all aid to Ukraine for offensive weapons.
The McCain Institute’s financial backers included the BGR group, whose designated lobbyist, Ed Rogers, was a lobbyist for Raytheon – the company that produced the Javelin missiles that both Volker and the Atlantic Council wanted sold to Ukraine.
2021-From this we see
https://con-alerts.com/watch-pfizer-admits-to-colluding-with-fbi-cia/
“Speaking to the globalist Atlantic Council in a virtual meeting, Pfizer CEO Albert Bourla admitted that his corporation is “getting briefings from the CIA and FBI” on the “spread of misinformation” relating to COVID-19 vaccines.
Pfizer CEO Albert Bourla strangely admitted that the major pharmaceutical corporation is getting briefed on “the spread of misinformation” of COVID-19 vaccines from “the CIA and FBI” while speaking to the globalist Atlantic Council.
After explaining to the council that Pfizer was being “targeted” by “dark organizations,” Bourla said that they “were getting briefings from the CIA and FBI” about cyber attacks. “But also about the spread of misinformation,” he added. “

Lots of interesting names.
Lets take a look at Ukrainian Oligarch Victor Pinchuk who is one of Atlantic Councils larger contributors
The Victor Pinchuk Foundation supports the Atlantic Council’s Ukraine in Europe Initiative, which is designed to galvanize international support for an independent Ukraine within secure borders whose people will determine their own future.
He is accused of paying for Zelensky and Biden’s Florida mansions (unsubstantiated)
He is a Jewish oligarch, who made most of his cash after marrying the daughter of former Ukraine President Leonid Kuchma.
He is very closely aligned with Klaus Schwab and the World Economic Forum, and also works with George Soros – (the guy who paid for the EuroMaidan coup that got rid of the pro-Russian President Victor Yanukovychh)
Joe Biden’s campaign for president, as well as his defence against charges of corrupt influence peddling and political collusion in the Ukraine, were promoted in Washington by the Ukrainian oligarch Victor Pinchuk through the New York lobbyist, candidate adviser and pollster, Douglas Schoen.
This follows several years of attempts by Pinchuk and Schoen to buy influence with Donald Trump, first as a candidate and then as president; with Trump’s lawyer Rudy Giuliani; and with John Bolton, Trump’s National Security Adviser in 2018 and 2019. Their attempts failed.
Lets now take a look at Cofer Black who joined Burisma’s Board of Directors at the same time they partnered with the Atlantic Council
According to The Federalist, top Mitt Romney adviser Joseph Cofer Black, who publicly goes by “Cofer Black,” joined Burisma’s board of directors while Hunter Biden was also serving on the board.
Romney’s adviser, Cofer Black, trained for CIA covert operations and eventually became the director of the National Counterterrorism Center under George W. Bush.
In February 2017, shortly after Burisma Holdings announced its partnership with the Atlantic Council, Black joined the board. Black was to provide assistance with energy and security challenges for the fastest-growing natural gas company in the Ukraine. He served on the board alongside Hunter Biden from early 2017 until Biden’s resignation in April 2019. Black remains on the Board of the company to this day.
Lets take a closer look from another source
In 1999, Black was promoted within the CIA to Director of their Counterterrorist Center (CTC), where he would be in charge of tracking and strategizing a comprehensive plan to take on Al Qaeda and their leader Osama Bin Laden under the leadership of then CIA Chief George Tenet.
Black and Tenet had settled on a covert operation in the spring of 2001 called the “Blue Sky paper,” involving the use of intelligence and military assets to thwart the terrorist organization
https://patriotssoapbox.com/politics/inside-burisma-holdings-joseph-cofer-black/
Newsweek reported that in 2009, Richard Clarke, former White House counterterrorism adviser for both Clinton & Bush, gave an interview wherein he alleges that Tenet, Black, and Blee purposely withheld the information from the FBI because they had intended to recruit the terrorists as double agents.
Had the FBI been made aware of their presence, they would have sought to arrest them, so when the recruitment failed the details of this were covered up to avoid being hit with accusations of “malfeasance and misfeasance.”
Black continued in his role at the CIA after 9/11 and helped set the stage for the invasion of Afghanistan. He famously briefed the Russian government about the American invasion plans. The Russians, who had spent considerable blood and treasure in years prior in Afghanistan, had warned Black, “You’re really going to get the hell kicked out of you.” To which he replied, “We’re going to kill them – we’re going to put their heads on sticks.”
Black led the CIA efforts in Afghanistan, adding a new branch to the CTC called the CTC Special Operations, where he installed Hank Crumpton, former operations head for CTC as the Agent in Charge. According to George Tenet’s book “At the Center of the Storm.” Black told Crumpton, “Your mission is to find al-Qa’ida, engage it, and destroy it.”
In 2005 he left Government Service to become Vice-Chair of the controversial Blackwater USA, now known as Academi. Blackwater, or Academi, is a private military company that provides services to the U.S. Government and the CIA under contract.
As reported by The New York Times in 2007, while Black was still Vice Chair, four employees of the company were convicted for the murder of 14 Iraqi civilians and injuring 20 others in Baghdad.
In an interview with Men’s Journal, Black is described as fiercely loyal to the CIA and proud of his service
After leaving Blackwater in 2008, he attempted to create his own intelligence firm named “Total Intelligence Solutions” that he claims is separate and distinct from Blackwater. The company was formed to provide intelligence and analytic solutions for Fortune 500 companies “Because the better job we can do supporting the titans of industry, the less the U.S. government has to do to support them.”
Total Intelligence Solutions is now known as OODA, and Black, along with his co-founder Robert Richer, remains a part of their Advisory network. You can learn more about the company and those affiliated with it here.
In 2009 Black became Vice President for Global Operations of another intelligence connected company now known as Raytheon Blackbird, which engages in Electronic warfare technology, U.S. Military missile defense radar technology, and the aerospace industry. Black is responsible for advising the U.S. Government on security and equipment for the company.
https://magafirst.org/who-is-the-other-america-on-the-burisma-board-2
Mr. Black is the one person at CIA who admits to having dealt with bin Laden, face-to-face, after the Soviets departed Afghanistan in the early 1990s.
During the last few years of his CIA career, Cofer Black had an extraordinarily focused, unusual assignment.
Until he retired from CIA in late 2002, Cofer Black was one of the few officers within the clandestine service with a real subject matter expertise.
Black’s specialty was Usama bin Laden, "UBL", as he’s known in U.S. intelligence circles.
From 1999 until May 2002, Black was in charge of the CIA Counter-Terrorism Center, at which some historic decisions and catastrophic failures took place.
While Chief of Station in Sudan in the early 1990s, Black oversaw CIA contact with UBL; al Qaeda flowed in a straight line through Cofer Black to 9/11 and to the present day privatization of intelligence as Vice Chairman of Blackwater, LLC, and as Mitt Romney’s advisor on national security.
Most career officers in the CIA clandestine division are generalists who move from station to station, assigned to fill slots in countries where their foreign languages and backgrounds are needed. Not Cofer Black. He was a specialist.
Before his reassignment, announced in a back-page Washington Post article on May 17, 2002, Black, Chief of the CIA Counter-Terrorism Center (CTC), was in charge of renditions and the interrogation of detainees captured and held abroad. That puts Black at the immediate head of the chain-of-command for operational decisions made up until that date in the torture of CIA prisoners held at "black sites" around the world.
James Risen writes in his book about the CIA’s counter-terrorism operations, State of War, cited at,
http://emptywheel.firedoglake.com/...
The CIA assigned a group of agency officials to try to find alternative prison sites in countries scattered around the world. They were studying, said one CIA source, "how to make people disappear."
There were a number of third world countries, with dubious human rights records, willing to play host. One African country offered the CIA the use of an island in the middle of a large lake, according to CIA sources, and other nations were equally accommodating. Eventually, several CIA prisons were secretly established, including at least two major ones, code-named Bright Lights and Salt Pit.
A small group of officials within the CIA's Counterterrorist Center was put in charge of supporting the prisons and managing the interrogations.
SNIP
Bright Light is one of the prisons where top al Qaeda leaders--including Abu Zubaydah and Khalid Sheikh Mohammed, the cenral planner of the September 11 attacks--have been held. Bright Light's location is secret, and it has been used for only a handful of the most important al Qaeda detainees. (30)(emphasis added)
Under Cofer Black’s Command
"A small group of officials within the CIA’s Counterterrorist Center was put in charge of supporting the prisons and managing the interrogations."
By most accounts, Abu Zubaydah was taken into custody in March, 2002 in Pakistan, and after initial U.S. interrogation and treatment for gunshot wounds, sent to a secret CIA torture center in Thailand, where he was waterboarded, in April or May 2002. [FTN. 1] See, e.g., Larry Johnson’s timeline, http://noquarterusa.net/...
If the Johnson timeline is indeed accurate, at the time Abu Zubayda torture was videotaped, Cofer Black was CTC Director, and he shares command responsibility for that action with his CIA superiors right up through McLaughlin and Pavitt to George Tenet and the President.
Nonetheless, the really significant thing about Cofer Black is that he was also in charge of CTC on 01/15/2000 when Nawaf al-Hazmi and Khalid al-Midhar, the Flt. 77 Pentagon hijackers, entered the U.S. What’s so significant about that? The pair’s entry into the U.S. was noted by CTC after they attended an al-Qaeda planning summit in Kuala Lumur – monitored by the CIA -- where 9/11 and the USS Cole attacks were mapped out in January 5-8.
Just so happens, al-Hazmi had earlier trained at Abu Zubayah’s camp in Afghanistan, along with five of the other 9/11 hijackers. There is, indeed, a striking symmetry to this. See,
The second al-Qaeda figure tortured at that time, Abd al-Nashiri, also had a role in recruiting and training the 9/11 attack cell, and was the architect of the Cole bombing. These two worked closely with another trainer, Sakkra, who now states that he was a double-agent working for U.S. and Syrian intelligence in organizing al-Hazmi and the others as part of the CIA’s secret war in Chechnya. See, http://www.dailykos.com/...
Here’s the kicker. Cofer Black was CIA Chief of Station in Khartoum at the same time bin Laden made his base of operations there. Abu Zubaydah was with bin Laden in Sudan. Black admits he had a confrontation with UBL shortly before they both left Sudan in 1996.
Bin Laden went to Afghanistan. Black was later made commander of CIA CTC, where he maintained his focus on UBL.
Bottom-line: Cofer Black was in immediate command of CTC at the time CIA let the Flt. 77 hijackers into the U.S. — and an intentional decision was then made at CTC not to alert the FBI when they came in — and Cofer Black was in immediate command of the CIA unit that tortured those who knew the details of the CIA’s role in training at least six of the 9/11 hijackers.
Both of those tortured under Black’s command were waterboarded, which cuts off oxygen to the brain, and can result in long term memory loss. Abu Zubaydah is said to have been driven mad by waterboarding and sensory driving techniques, as was Jose Padilla, who AZ fingered during interrogation. See, http://www.dailykos.com/...
Why torture detainees and then "erase" the tapes? In the context of the CIA’s long relationship with Zubaydah and al-Nashiri, this begins to make sense now, doesn’t it?
https://m.dailykos.com/stories/2007/12/21/424820/-
Ok, thats quite the Resume for Cofer Black. Somehow I think he is quite an important guy in Ukraine
FWIW, a report in January alleged Cofer Blacks former employer Blackwater (Academi) was in Ukraine
So lets take a closer look at Burisma that ex-CIA Cofer Black and Atlantic Council are associated with
A 2012 study of Burisma Holdings done in Ukraine by the AntiCorruption Action Centre (ANTAC), an investigative nonprofit co-funded by American billionaire George Soros and the U.S. State Department, found that the true owner of Burisma Holdings was none other than Ukrainian billionaire-oligarch Ihor Kolomoysky.
The study, which was funded to dig up corruption on the Ukrainian President Viktor Yanukovych, instead found that Ihor Kolomoysky “managed to seize the largest reserves of natural gas in Ukraine”
https://greatgameindia.com/hunter-biden-zelensky-neo-nazi/
Burisma Holdings changed owners in 2011 when it was taken over by an off-shore Cyprus enterprise called Brociti Investments Ltd, and subsequently, moved addresses under the same roof as Ukrnaftoburinnya and Esko-Pivnich, two Ukrainian gas companies which happened to be also owned by Kolomoysky through off-shore entities in the British Virgin Islands.
Oleh Kanivets, who worked as CEO of Ukrnaftoburinnya, confirmed Kolomoysky as the owner of Burisma Holding in the 2012 report saying, “The Privat Group is the immediate owner. This company was founded by Mykola Zlochevsky some time ago, but he later sold his shares to the Privat Group.”
In other words, [Cofer Blacks] boss and benefactor at Burisma Holdings is the same Ukrainian billionaire-oligarch who also claimed the position of boss and benefactor over Volodymyr Zelensky before he became Ukraine’s president.
The Pandora Papers showed that Ukrainian President Volodymyr Zelensky and his TV production partners were beneficiaries of a web of offshore firms created in 2012, the same year Zelensky’s production company entered into a deal with Kolomoysky’s media group, which allegedly received $41 million in funds from Kolomoysky’s Privatbank.
For more on Kolomoysky and Zelensky see this
Some of you have heard of biolabs in Ukraine. Can we find anything that relates to Burisma which we now know has an ex-CIA?
