Butler County who is without a Police Chief (he retired last month) was the lead agency for the Local Police. supporting Secret Service. Thats what I originally thought , but then it began to look more like a Beaver County Operation because it seemed they dominated the scene at the ARG building after the shooting
Butler was supported by Beaver County and Washington County. Most assets were assigned or stationed within the security perimeter.
The AGR Buildings were outside the security perimeter and had 2 Counter Sniper Teams on the 2nd floor of the building behind the building Crooks shot from
There was no mention of anyone securing the building Crooks was on although as I mentioned in my last update Secret Service were seen inside the building soon after the shooting. How long they were there is unknown since we have not seen there Operational Plan or After Action Report

It was the Beaver Counter Sniper who left his post on the 2/F to look for Crooks. The window that Butler counter sniper , would have enabled him to see Crooks if he poked his head out the window and looked left, but a counter snipers job is mainly to look out and check for threats between himself and the asset being protected, and presumably the Secret Service Counter Snipers were covering the AGR roof , although a tree appears to obstruct their view , as Crooks would have seen.
Neither counter snipers window directly overlooked the roof, both having a clear line of site to Trumps stage
We really need to see the Butler County Action Report, and the Secret Service Operational Plan and After Action Report
One thing caught me eye in the plan was instructions to report any drones over head. The fact no drone was apparently reported suggests Crooks never flew over the security perimeter but stayed well outside. Or maybe nobody noticed it if he did.
Overall, my sense in reading the plan is how little importance they attached to securing the AGR Building. This isn’t really their area of expertise. Thats what the Secret Service is supposed to do , which is telling them whats most important. Obviously they didn’t do so.
The most interesting release was a video from a kid who was outside the building. His phone was confiscated by police for a couple of weeks before being returned.

It shows that about 2 minutes before the shooting police were walking around the building looking at the roof and becoming quite agitated. I am assuming this is around the time people reported someone on the roof and one of the officers had got boosted up to look on the roof and encountered Crooks who pointed his gun at them.
There was no direct communication line with Secret Service but I wonder if firing a couple of rounds into the air would have got Trump off the stage faster, or maybe it just would have had Crooks fire earlier
You can hear the bullets much clearer in the video. To my untrained ear I hear 3 bullets fired with a pause, and then 5 more, the latter burst sounds a bit different and shots fired faster.
It was reported that audio forensics had determined the first 8 shots were fired by 2 different rifles on July 16. On July 27 they updated it to say it was only 1 rifle
I am guessing somebody got his arm twisted
Another interesting thing from the video is about an hour before Trump went on stage some guy in jeans was going around in front of the building and telling people watching the stage that they were trespassing and to move out. Maybe they were blocking the view from the buildings windows?
And doesn’t it look as if one of the windows has a hole in it?

After their walk-through, the Secret Service had asked local agencies to provide more help. Text messages show that Beaver County struggled to find enough volunteers to cover the 12-hour shift. A leader says that one of the available snipers could arrive at 8 a.m. but would need to leave by 4 p.m.
“That works,” another leader responded in the texts.
This is the guy who took the first picture of Crooks sitting at a picnic table and reported him as using a range finder.

Why use a Range Finder from a position you are not shooting from, where plenty of people are about? Its not the first time he was there. Getting off duty 2 hours before Trump takes the stage while setting up Crooks as a distraction that ends up pulling the other counter sniper away from his post, and frees him to do what?

There has been comment that the large ladder near Crooks' location was placed there by law enforcement after Crooks was shot. However, how come no one is asking how he got up to the roof?
What are the odds that the target was totally missed but for a minor ear graze? Pretty small.
